Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be in a non-pay status during the month of July. It is anticipated that you will be in pay status for Aug. to June. This position is with the Mojave Desert Network in the Inventory and Monitoring Division of the Natural Resources Stewardship and Science Directorate. Some of the duties you will perform, include, but are not limited to: Participate on small field crews that conduct long-term monitoring of natural resources within the network parks, often working and camping in remote, backcountry locations. Collect hydrology and aquatic ecology monitoring data at springs, streams, and lakes. Enter and review data and follow data quality control standards. Maintain and troubleshoot monitoring equipment and software. Additional responsibilities include planning the logistics and scheduling for field monitoring and collection of samples; adhering to safety and field communications procedures; communicating monitoring efforts, results, and observations to park or public audiences; and completing other administrative duties as assigned. You may occasionally assist with vegetation or wildlife monitoring or be assigned to work directly with parks or other networks. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. ICTAP/CTAP Clearance - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Qualifications

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program All qualifications must be met by the closing date of this announcement-07/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify at the GS-05 grade level, you must possess at least one of the following: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: collecting hydrological or environmental monitoring data in backcountry settings; using and maintaining monitoring equipment and software; ensuring accurate records of data collection and other appropriate quality control functions to support validity of findings for reports and summaries; and participating on small teams to achieve organizational goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four-year course of study leading to a Bachelor's degree from an accredited college or university (a) with major study in an appropriate field of physical science, or (b) that included at least 24 semester hours in any combination of courses such as physical science, engineering, or any branch of mathematics (except financial, business and commercial mathematics). You must include transcripts. -OR- Successful completion of a COMBINATION of experience and education as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable. To combine education and experience, first take the number of semester hours earned (in excess of the first 60 hours), and then divide by 60. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, if you have 8 months of GS-4 level specialized experience and 80 semester hours of college. You would meet 67% of the required experience and 33% of the required education (i.e., 20 semester hours in excess of the first 60 semester hours) which equals the 100% requirement. You must include hours per week worked and must include transcripts. -AND/OR- To qualify at the GS-06 grade level, you must possess at least one of the following: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: collecting hydrological or environmental monitoring data in backcountry settings; using and maintaining monitoring equipment and software; ensuring accurate records of data collection and other appropriate quality control functions to support validity of findings for reports and summaries; and participating on small teams to achieve organizational goals. At this level, experience also includes activities such as: planning logistics for field monitoring and collection of samples; troubleshooting monitoring equipment and software; writing documents and giving presentations that provide clear and concise explanations of monitoring results or observations; and leading small teams to achieve organizational goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate study leading to a Master's degree or equivalent graduate degree from an accredited college or university that is directly related to the work of this position. Related studies could include physical science, hydrology or directly related coursework. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. NOTE: Only graduate level coursework is creditable when combining. To combine education and experience, first take the number of graduate semester hours completed and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week worked and must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
