Vacancies will be filled in the following specialty areas:
Direct File Headquarters Organization and Direct File Customer Support Operations
The following are the duties of this position at the full working level.
Responsible for performing significant technical, analytical and evaluative tax analysis work relating to substantive, mission-oriented programs for the Direct file organization and the Mission of the Internal Revenue Service.
Serves as a subject matter expert and advisor for stategtory, regulatory and policy requirements across the Service, including all levels of leadership and staff on assignments that involve large and complex programs, systems, or issues related to tax related activites and financial administration.
Leads implementation and refinement agency-wide initiatives that have significant impact on issues facing Direct File.
Examples include participating serving on task forces or study groups and performs independent analyses of program areas or Enterprise-wide program operations.
The incumbent must be knowledgeable of the IRA legislation as well as the SOP and the Chief, Direct File and CIRs policies and ensure that views are well represented.
Leads teams of Direct File and other Servicewide managers and employees, or independently studies complex problems facing Direct File functions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience using programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals. Experience recognizing significant tax issues and enforcement changes to develop new or revised procedures or products for assigned programs; Experience using a wide range of analytical and evaluative methods to develop new approaches to existing programs. Experience using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures on mission critical tax related programs; Experience in written and oral communications to prepare and present plans and proposals to individuals and groups, including executives and top-level managers. Experience preparing comprehensive written reports, and document findings and conclusions. Experience providing guidance and technical advice to executives, analysts managers and employees and preparing complete decision packages, studies, and major recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
