This position is located in the Department of Homeland Security (DHS), Coast Guard Pacific Area (PACAREA) Resource Management Division (RMD), Finance & Budget Branch, Eleventh Coast Guard District (D11). Alameda, CA.

Duties

The position is a Budget Analyst position managing budgets and procurement actions such as ensuring that work performed across D11 units complies with Coast Guard, Department of Homeland, Department of Defense, or higher-level authorities, laws, regulations, and policies. The incumbent will specialize in customer service, primarily by advising and assisting D11 members prepare all required documents for procurement requests. The incumbent shall have a comprehensive understanding of all federal regulations regarding proper procurement methods and will need to develop a strong working relationship with the procurement specialists executing the requests. The incumbent will serve as both an operator and subject matter expert on Coast Guard financial system applications including Financial System Modernization Solution (FSMS), Procurement Requisition Expedited Service System (PRESS), Electronic Travel System (ETS), and others as assigned.

Qualifications

For the GS-11 level: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is defined as experience that has provided knowledge of budget and finance principles and practices, budget formulation and financial management. Examples of specialized experience include: Identifying, analyzing, and resolving budgetary problems, Utilizing automated budgetary systems, Providing financial advice on budget-related matters, and  Knowledge of financial management systems. OR Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or possess an LL.M, if related. OR Applicants must possess a combination of education and experience that provided the applicant with budget analysis knowledge equivalent to a doctoral degree in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a graduate course of study. Only graduate education in excess of 2 full years of graduate study may be used to qualify applicants for positions at grade GS-11. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Student Loan: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
