Duties

Summary The primary purpose of this position is to perform a variety of clerical and technical duties in support of base level Civilian training, formal training, and education services programs. This includes responsibility for administering, processing, and performing the clerical and technical requirements of each of these programs. Duties Manages Civilian Training Program. Manages civilian employee development programs. Performs a variety of duties related to Education Services. Performs ancillary duties as required.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of training programs to perform a wide variety of assignments involved in development and training programs. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of development and training programs to meet the needs of AF/MAJCOM/Wing/Unit missions. Knowledge of the development and training programs missions and objectives to perform assignments and resolve a wide range of issues using accepted practices. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the methods, principles, and practices related to training program management and use of training resources; including knowledge of laws, regulations, policies, practices, and procedures covering civilian/formal and W APS programs. Knowledge of established financial regulations and procedures and ability to plan and administer civilian training funds within budgetary, legal and regulatory guidelines. Skill in written and oral communications to disseminate guidance on training issues, advise employees on course availability; and present issues and recommendations. Ability to recognize and analyze problems, conducts research, summarize results and make appropriate recommendations. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
