This position is located in the Emergency Preparedness Division, Security and Emergency Preparedness Directorate, Chief Operating Officer. The position description number for this position is 114476. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a non-supervisory, non-bargaining unit position.

Duties

Serves as a financial expert on budgeting and financial management issues and activities, including historical costs. Assists in determining fiscal budget and human resources requirements and controlling expenditures. Assists in determining resource requirements and recommending resource allocations based on priorities and needs.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to provide administrative program management that support the goals and objectives of the organization.** Ability to analyze organizational and operational problems and develop solutions using analytical methods to improve programs and processes.** Ability to plan, establish, and execute a budgetary and financial management program.** Ability to utilize automated financial personnel and payroll systems to analyze financial information, financial distribution and provide reporting. Ability to communicate in writing. Ability to communicate effectively other than in writing.
