The primary purpose of this position is To serve as the Air Force's subject matter expert (SME) and technical advisor in support of quality surveillance, fuel facility/equipment policy, maintenance, and inspection
Duties
1. Plans, directs, coordinates, and evaluates activities necessary to the overall management of a fuels infrastructure maintenance and operation program affecting a complex multi-mission installation and tenant command organizations.
2. Responsible for all planning, management, and coordination of quality determination for petroleum products for operational use throughout the AF.
3. Responsible for coordination safety of flight actions regarding energy commodities and fuel storage and distribution systems. Authors/communicates sample submission guidance of actions related to Safety Investigation Boards. Determines risk mitigation for base-level operations unable to perform established guidelines
4. Prepares regulations, manuals and technical orders and develops specialized local regulations defining fuels programs, mishap prevention, handling, and storage procedures based on interpretation and/or adaption of higher commands instructions and policies formulated by other federal government agencies

- Requires frequent travel away from normal duty station.
- Incumbent may be required to report to work during exercises, contingencies, or emergency situations which overtime/comp time/credit hours may be required to accomplish assigned duties.
- The incumbent may be required to work overtime or an irregular work shift. May be required to work extended or
other than normal duty hours to include evening and weekends. May be subject to recall.
- Incumbent must obtain required vaccinations for temporary duty locations.
- The incumbent must be able to obtain and maintain necessary and required Secret Security Clearance.
- Incumbent must gain and maintain proficiency in use of the Air Force Test and Analysis Tool software to determine
cryogenic and fuel sample suitability for use.
- Incumbent may be required to assist in training new team members of recurring and specialized tasks
- Incumbent will be required to use computers to research information, file and retrieve documents from shared
drives
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience which includes managing fuels quality control program focusing on quality assurance and safety. This includes experience in fuels quality control practices, fuels facility inspections and operations, cryogenic operations, refueling operations and experience writing technical guidance. Experience in leading project teams to research emerging fuels related technologies/products and develop test plans to evaluate these technologies/products. And knowledge of aviation/ground fuel certification processes and product specification and testing protocols. Due to the 90 day rosters, this period of experience may be completed within 90 days of the closing of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the 90 day rosters, applicants within 90 days of completion of TIG requirement are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of established quality assurance/control methods, principles and practices, including statistical analysis, sampling techniques, and current legislative issues as they relate to the military fuels program.
2. Expert knowledge of fuel facility/equipment policy, maintenance, inspection, test measurement techniques.
3. Expert knowledge of risk assessment methods and techniques for evaluation of fuels quality assurance/surveillance programs.
4. Expert knowledge of standard training techniques, methods, and materials sufficient to develop and present fuels maintenance storage and distribution systems' training and instructional sessions.
5. Broad skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
6. Expert skill in interpreting and applying product specifications, technical data, regulations, policy statement and other guideline materials.
7. Extensive knowledge of filters, hoses, nozzles, valves, and additive injectors. Knowledge of Liquid Fuels maintenance.
8. Vast skill in communication techniques and principles to communicate effectively, both orally and in writing, in responding to work related problems and questions
