The position serves as a Program Support Assistant (PSA) to provide administrative, analytical and evaluative work and technical functions, tasks and special projects of increasing difficulty in support of management, to the Homeless Program. The Program Support Assistant will also assist with data collection, analysis of trends, and implementation of best practices.

Duties

The Program Support Assistant has primary responsibility for the efficient operation of the specialty programs within the Mental Health service; HUD VASH, Grant Per Diem, Healthcare for Homeless Veterans and Veterans Justice Program. PSA acts as the office manager by establishing office procedures and practices consistent with the Program Manager's priorities and to facilitate and support the efforts in directing the Program. Coordinates and schedules the activities of the Homeless Program and Program Manager. The employee ensures that the practices and procedures used in the Homeless Programs are consistent with established policies and practices. The employee would also recommend changes in office practices and policies for consideration by the Program Manager. The PSA is responsible for proper utilization of resources by conducting surveys and collecting data which will support recommendations concerning space, personnel, equipment, and fiscal matters. Support must be provided to services to determine adequately their needs for a formalized budget. The PSA provides input to the Homeless Program manager in development of the budget plan for the Homeless Program in advance of each new fiscal year. This planning requires skills in data collection, analysis, and evaluation. The PSA serves as a control point official and is responsible for the control and distribution of funds among control points and cost centers. Monitors billing for $800,000 on four separate grants for the Grant Per Diem Program. Completes purchase requisitions for leasing of GSA vehicles, budget $76,000; Tracks mileage, cost of average mileage and assists with new budget requirements each fiscal year. The PSA utilizes organizational and analytical skills to assist in the compliance and quality oversight of the VA Homeless Program, by reviewing and evaluating Housing grants for compliance, coordinating annual inspections, maintaining databases of census sheets, case management reports, inspections, corrective action reports, grants and other relevant documentation. The PSA is the Contracting Officer Representative (COR) for the Homeless Program. PSA administers the contract and assists with modification and options. Monitors budget and quality. Monitors contractor performance through monthly and annual inspections. Supports close out of contract. Prepares procurement documents for new contracts; develops statement of work, evaluation factors, source lists with source justification, security checklists, IGCE quotes and 2237's. COR oversees $1,284,000 contract and is responsible for the oversite of tracking census and paying out monthly invoices. Receives and screens numerous telephone calls and visitors from Veterans, public officials, community partners, high level VA management, contractors, patients or family members, professional organizations, Veteran's service organizations, other government organizations. Uses independent judgment in determining those to be referred to the staff, those he/she can handle and those to be referred to a subordinate member of the staff for appropriate action. The PSA will obtain appropriate information from the caller, determine the nature of the call, assess urgency, respond to the call or forward the call to the appropriate Medical Center staff. Accurate recording of messages and prompt disposition of inquiries is essential. The PSA is authorized to determine a contact's right and need to various information and upon determination of this right, to provide the needed information. Routine calls are handled personally. The PSA may also provide follow-up or refer to the appropriate staff for additional information. The employee should refer the issue to the appropriate component within the Homeless Program office. In addition, the employee will notify the appropriate staff of the need for information or recommendations and follow up to ensure a timely response by others. The employee will track the request within the appropriate function of Outlook or in other electronic systems. Work Schedule: 0800 - 1630, Monday - Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: continuing responsibilities for projects, questions, or problems arising within an area of a program or functional specialty. Assignments consist of a series of related actions or decisions prior to final completion, and the decisions or recommendations are based on the development and evaluation of information from various sources. The work involves identifying and studying factors or conditions and determining their interrelationships as appropriate to the defined area of work. Work requires knowledge and skill to recognize the dimensions of the problems involved, collect the necessary information, establish the facts, and take or recommend action based upon application or interpretation of established guidelines. It requires practical knowledge, learned through on-the-job training and experience, to deal with the operations, regulations, principles, and peculiarities of the assigned program, function, or activity. **This position requires the skills of a qualified typist. In addition to meeting the experience requirements, you must be able to type at least 40 words per minute. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary in nature and requires walking, standing, bending and carrying of light items such as books, papers, medical records, etc. Occasional commuting between the Homeless program offices, the Medical Center and the local affiliated institution is required.
