This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Leads the work of 3 to 6 mechanics and trainees engaged in the inspection, cleaning, testing, installation, modification repair, adjustment. and maintenance of all mechanical equipment and mechanical/structural features located in the hydro-electric power plant and switchyard.
Duties
Assists in the development of overall procedures for meeting required inspection, testing, and maintenance schedules.
Assigns specific work orders and tasks to individual members of the mechanical crew.
Inspects, tests, adjusts, and performs preventive maintenance on mechanical equipment and systems.
Cleans, lubricates, and replaces parts including various types of fasteners, bearings, couplings, gears, belts, chains, filters, gaskets, and seals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a valid state Driver's License.
- Pre-employment physical is required.
- Participation in the Medical Surveillance Program is required.
- This is a mandatory Drug and Alcohol Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug and Alcohol Testing Program is required.
- Incumbent must be able to do heavy lifting and operating heavy and awkward hand tools up to 50 lbs.
- Incumbent will be required to operate spillway and flood control gates to control water flows.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) POWER PLANT SENIOR MECHANIC~ without more than normal supervision. I have the ability to perform common maintenance and repairs. I can maintain, erect, repair, and dismantle industrial type mechanical equipment. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Ability to Do the Work of the Position without More Than Normal Supervision
PHYSICAL EFFORT: Work requires being on your feet most of the time with considerable bending and stooping depending on equipment being worked on. Requires heavy lifting and operating heavy and awkward hand tools. Many tasks require significant brute force.
WORKING CONDITIONS: Work is performed primarily inside the power plant, outlet works, intake structures and spillway structure where constant noise and vibration of generating equipment is present. Hazards include moving machinery, working on preheated metals, danger of injury from burns, cuts, dust, welding fumes and flying particles of metal when performing chipping, grinding and welding. There may be occasional exposure to electrical shock hazards. Works often in cramped quarters for extended periods of time. Subject to falls from scaffolds and ladders, hazards of paring cables or slings and overhead traveling cranes and exposure to working in cold damp areas. Occasionally exposed to hot and cold temperatures and wind chill when working outdoors in switchyards and these structures. Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its use is mandatory.
