This position is located in the Office of the General Counsel, Executive Office for Immigration Review, U. S. Department of Justice. Incumbent serves as a Supervisory Attorney Advisor - Employee/Labor Relations (ELR).
Duties
The Supervisory Attorney Advisor (ELR) manages the day-to-day operations of the Employee Labor Relations Unit (ELER).
Duties include but are not limited to the following:
Requirements
- You must be a U.S. Citizen or National.
- You must complete a background investigation, credit check, and drug test.
- Selective Service Registration is required, as applicable.
- A two year trial period will be required.
- Salary payments must be by direct deposit to a financial institution.
Qualifications
In order to qualify for the Supervisory Attorney Advisor (Employee Labor Relations) position, you must meet the following minimum qualifications:
Education: Applicants must possess an LL.B. or a J.D. degree. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.)
AND
Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the month and year in which you obtained your first license and the State from which it was issued.)
AND
Required Experience:
For GS-15: Applicants must have four (4) full years (48 months) of post J.D. or LL.B professional legal experience. Qualifying professional legal experience includes: Developing case strategy, tactics, and presenting the Agency's position in litigation before the Equal Employment Opportunity Commission, Merit Systems Protection Board, Federal Labor Relations Authority, and/or Federal Service Impasses Panel, from initial complaint or charge until conclusion of the administrative process; providing oral and written legal guidance on a broad range of federal employment law and/or federal labor-management relations matters including adverse actions, performance management, equal employment opportunity issues and/or labor-management relations to management officials; and conducting settlement negotiations, coordinating with management officials on terms of settlement, and advising when adverse litigation decisions should be appealed.

Preferred Experience:
The ideal candidate will have experience with the following:
Providing technical and administrative supervision over attorneys and professional staff within an organization.
Planning and assigning work to subordinate attorneys based on priorities and difficulty of the assignment.
Providing input and advice to Senior Officials on policy decisions.
Coordinating with other government offices and/or agencies on legal matters.
NOTE: Qualifying experience is calculated only after receipt of J.D. or LL.B.
