WHAT IS THE (FMSS) FACILITIES MANAGEMENT AND SECURITY SERVICES DIVISION?

Facilities Management and Security Services Operations West
The following are the duties of this position at the full working level.
Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more contracts. COTR duties will vary depending on the size, cost, and criticality of these contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts. On an on going basis: initiates monthly automated receiving reports; budgets for and tracks available funding; monitors contractor performance; reviews and accepts/rejects contractor reports; makes personal inspections of services provided and building conditions; ensures contract employees have proper licenses and certifications; and meets with various contractors and Contracting Officers to resolve problems. Prepares and maintains contract documentation. Provides formal presentations to management as needed or requested. Assist the Contracting Officer in any formal disputes with the contractor.
As the COTR for assigned service function contracts, the incumbent also performs the following duties in carrying out his/her critical responsibilities:
Monitors legislation (Executive Orders and laws), GSA regulations and industry standards to identify new or changed requirements and assesses impact on local programs. Serves as an elevation point on service calls/ERC work orders related to the various services contracts which the incumbent has oversight responsibility.
Performs research via the Internet, e-mail, phone calls, voice mail, etc. to obtain specifications pertaining to different types of products, equipment and supplies. Provides authoritative technical advice and seasoned contract interpretations pertaining to the Building Delegation programs and service contract specifications.
Assesses utilization of funds in the various funding categories. Prepares budget projections, initiates RTS (Requisition Tracking System) actions, and monitors funding and spending on contracts/projects through coordination with REFM HQ Buildings Delegation Staff and National Office Finance Specialists. Ensures estimated costs are consistent with sound budgeting practices in order that adequate funds are available to accomplish the project assignment and that the contractor cost estimates are well-supported and within industry standard for comparable work. Utilizes a wide-range of in-house and commercial cost-estimating tools and publications.
Initiates cost projections and tracks funds for multiple functions. Makes formal presentations to high level managers in multiple business units. Initiates occupant awareness articles on assigned program areas for the Public Address system, email distribution, CCTV, newsletters, etc. Proactively meets with managers to identify program needs and priorities, develops both the scope and cost of projects involved. Provide advices to managers and employees on the full range of technical and policy issues related to assigned program areas. Consistently uses automated equipment, systems, and programs in execution of program assignments. Serves as a liaison with REFM HQ counterparts. Actively participates in mentoring program assistants and contract inspectors.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SPECIALIZED EXPERIENCE/EDUCATION GS-07 LEVEL: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
Basic knowledge of the concepts, practices, regulations and policies various external/internal, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice.
For example, some of these regulations and policies include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), FPMR (Facilities Property Management Regulations) and procurement regulations to provide guidance with established rules and laws; General knowledge of contract administration sufficient to identify problem areas and ensure contract conditions are met; General knowledge of various automated systems and software programs, some examples are: centralized employee problem help desk or reporting center (i.e., KISAM/OSGetServices) automated financial system (i.e., Procurement for Public Sector), CMMS/CMIS (Computerized Maintenance Management/Information System), and lawn irrigation systems. Knowledge of oral and written techniques in order to prepare reports, identify and resolve recurring problems, and to communicate effectively.

EDUCATION: One (1) year of full-time graduate education at an accredited college or university.
OR
Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: At least one (1) year of combined graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE/EDUCATION GS-09 LEVEL: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Knowledge of the various external/internal concepts, practices, regulations and policies, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on services problems, issues and contracts.

Advancement to positions up to GS-05 is permitted if the position to be filled is
