This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Defense Industrial Base (DIB) & Major Range & Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Performs foot or motorized patrols of the installation's most sensitive areas to include surety areas. Participates in the development and revision of the Program of Instruction for the Post and Patrols Operating Instruction by providing definitive technical input for assigned portion. Inputs and maintains a training database for security guard training. Prepares security guard exercise scenarios, conducts security test exercises, and evaluates individual and team competencies in performing the exercise tasks under controlled conditions. Conducts weapons qualification training which includes range operations. Conducts training for security guard personnel for new hires, refresher, specialized, continuing, and minimum training. Responds to security guards reactions, questions, and difficulties grasping the material.

Requirements

  • May have to work mandatory overtime.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position requires the incumbent to carry a firearm and must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a Secret security clearance (T3 investigation).
  • This position requires the incumbent to meet/maintain the Individual Personnel Reliability Program standards. Within one year of appointment, meet/maintain the Chemical Personnel Reliability Program standards as outlined in AR 50-6.
  • This position is a drug testing-designated position and requires pre-employment and random drug testing thereafter.
  • Must undergo an initial, and annually thereafter, physical examination to assess continued ability (physical, emotional, and mental stability) for effective performance.
  • Must successfully complete CPR certification and First Aid training.
  • Must successfully pass an entry level, and annual re-certification thereafter, standard Army physical fitness test, the Physical Agility Test (PAT). The test includes a 1.5 mile run in under 17 min 30 sec and 19 push-ups in under 2 min.
  • Must obtain and maintain a valid driver's license.
  • This position requires the incumbent to must wear a prescribed Department of the Army Security Guard (DASG) uniform in accordance with AR 190-56 and maintain a high state of appearance and hygiene.
  • This position is covered/subject to the provisions of the Domestic Violence Offender Gun Ban/1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • This position requires certification and use of Oleoresin Capsicum (OC)/pepper spray.
  • This position requires the employee to be certified in the use of aerosol irritants, non-lethal weapons, various electronic equipment and sensors, and other law enforcement equipment in accordance with Army Regulation 190-56.
  • This position requires successful graduation from an accredited academy for Security Guard training in accordance with Army Regulation (AR) 190-56 and AR 50-6.
  • This position requires the incumbent to participate in/complete regularly scheduled training such as use of dead force, counter-terrorism, first aid, firearms, security operations, law enforcement, active shooter, and other training requirements.
  • This position is designated "Mission Essential". In the event of severe weather conditions or other emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work to support the mission.

Specialized Experience: One year of specialized experience which includes maintaining a training program for the purpose of instructing the security guard workforce in preventive and protective measures . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
