The primary purpose of this position, CIVIL ENGINEER, NH-0810-03, serve as a senior professional civil engineer, performing design duties in support of a military installation. Member of a design team of engineers, architects, and technicians with a variety of disciplines responsible for large and complex projects some of which are multi-phased.

Duties

Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering. Serves as a civil engineering consultant on all design aspects of assigned projects. Provides professional consultations on a broad range of difficult civil engineering issues and problems. Coordinates the preparation of and reviews A&E statements of work (SOW). Provides criteria and standards for specialized, difficult, or unusual requirements. Coordinates projects with engineers in other disciplines or with architects Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete In conjunction with the primary duty of engineering design, on a less frequent basis performs work in the construction management, programming/base development, and/or operations and maintenance (O&M) functions Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • ACQUISITION POSITION: This is an acquisition coded position. Selectee must complete required certification level 2 in FACILITIES ENGINEERING within 24 months of assignment.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the All Professional Engineer series, 0800 BASIC QUALIFICATION REQUIREMENTS: (All Grade Levels) Candidates for these positions must possess: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR For a description of how to qualify based on a combination of education and experience go to this link https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf NOTE: Applicants with a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, must provide a written statement describing the extensive training plan he/she has completed to develop professional engineering competence, or how their several years of engineering-type experience has provided them with the professional knowledge of engineering, which is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year professional engineering curriculum leading to a bachelor's degree, or the equivalent. AND SPECIALIZED EXPERIENCE: Subsequent to meeting the Basic Education requirements outlined above, you must also possess at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: Performing professional engineering and scientific work involving: construction, renovation, inspection, decommissioning, and/or demolition of structures, infrastructures, and their environmental systems above or under the earth's surface; investigation and evaluation of the earth's physical, natural, and man-made features; and transportation, utilities, building and construction industries. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues; and knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management. 4. Ability to plan, conduct, and record site/facility surveys and inspections. 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
