This position located in Guadalupe Mountains National Park, in the Resource Management Division.

Duties

- Serves on the park's Management Team and advises the Superintendent on issues of natural and cultural resource management, including geology and paleontology, plant and animal ecology, species and habitat restoration, rare species conservation, historic site and structure protection, exotic plant and animal management, and air and water quality. - Responsible for hiring, supervising, and developing a staff consisting of two primary positions: permanent GS-9/11 Cultural Resource Manager and GS-9/11 Geologist. Develops, documents, and tracks the budget, as well as project and grant funds. Develops project proposals in PMIS or to external grant agencies for funding. - Develops or updates resource management plans. Priorities for the division are guided by the General Management Plan, the Resource Stewardship Strategy, and the Wilderness Stewardship Plan. - Has primary responsibility for ensuring the park's compliance with NEPA, NHPA, and ESA, as well as other laws, policies, and regulations protecting natural and cultural resources. - Serves as Lead Resource Advisor during incidents (fire, flood, 19jj, ARPA) in the park, advising Fire and LE staff on issues of resource protection, recovery, and rehabilitation, as well as coordinating field READ staff. Area Information: Guadalupe Mountains National Park is located in far west Texas. The nearest full-service communities are Carlsbad, New Mexico (55 miles), Van Horn, Texas (65 miles), and El Paso, Texas (110 miles). Bus service for school grades K-12 is available to Dell City, Texas, 35 miles from park headquarters. Opportunities for outdoor recreation are plentiful, as more than 80 miles of trails traverse the park's wilderness and backcountry. Carlsbad Caverns National Park, Brantley Lake State Park, Living Desert State Park, and the Lincoln National Forest are all within an hour's drive. El Paso also provides an abundance of recreational and cultural opportunities. The park lies within the northern Chihuahuan Desert and is situated at the southern tip of the Guadalupe Mountain Range. Its rugged terrain supports desert grassland and scrub, montane chaparral, pinyon-juniper woodland, and sky island montane forest ecosystems as well as deep, cool canyons. Elevations range from 3,625 feet at the Salt Basin Dunes to 8,751 feet on Guadalupe Peak. The park is celebrated for the world's most complete exposure of a Permian reef system, with abundant fossils and reef structures evident throughout the park. The area has a semi- arid climate with abundant sunshine, low relative humidity, and approximately 18 inches of precipitation per year. Summer daytime temperatures average 90-105 degrees Fahrenheit, with nighttime temperatures falling into the 70s. Winters are mild with occasional snowfall. Housing Information: Government housing may be available. A full range of housing options is available in Dell City or Carlsbad. A government van pool provides service from Dell City and Carlsbad to the park headquarters at Pine Springs for staff working a 7:30 a.m. to 5:00 p.m. Monday through Friday shift. Riders pay a flat monthly fee of $50.

Qualifications

All qualifications must be met by the closing date of this announcement-07/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. This is an interdisciplinary position; therefore, applicants will be considered for a range of occupational fields (occupational series) based on qualifications and experience. Archaeology Series 0193 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement: 1. Education: Possess a bachelor's or higher degree that includes 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; and theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying. AND Archeological field school. -OR- 2. Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts. -OR- 3. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. Combination of education and experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. Natural Resources Management and Biological Sciences Series 0401 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or 2. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Education
