The primary purpose of this position is: To administer the Command's Records and Information Management program. Involves the creation, dissemination, research, storage, and disposition of Federal records. Additionally, performs strategic analysis and planning, conducts program outreach, coordinates training, develops metrics, and ensures sound information governance.

Duties

Serves as the command authority on all matters relating to records and information management. Provides command-wide technical advice, guidance, and interpretation of directives to HQ USSPACECOM staff and components on records and information management. Conducts thorough review, analyzes, make interpretations of and improves complex records management processes and systems in order to ensure compliance with applicable laws, Department of Defense (DoD), National Archives and Records Administration (NARA), and Joint Chief of Staff (JCS) policies and regulations to determine the direction of the RM program. Manages one or more of the following Records and Information Management (RIM) programs: Command Publishing and Forms Management, Electronic Records Management (ERM), and Records Management Inspection. Serves as the Command Records Manager (CRM) or fulfills supplemental lead roles to assist in administering the various RIM programs. Represents Records and Information Management (RIM) to a variety of Command organizations. Implements, tests, evaluates, analyzes, and sustains standard content program management software; provides technical advice. Establishes, develops, and maintains effective working relationships across the Command and component organizations. Assists subordinate organization records managers and subject-matter experts to meet required records management standards. Conducts formal and/or informal training for personnel on maintenance of records, file plans, ERM, forms and publications, and any other area of records management deemed necessary. Plans, designs, and conducts work measurement, methods and procedures, time standards, and benchmarking studies of complex substantive records management processes. Develops procedural surveys and studies and evaluates subsequent feedback to ensure the most expeditious and effective method of processing of RIM programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include work involves the creation, dissemination, research, storage, and disposition of Federal records. Additionally, performs strategic analysis and planning, conducts program outreach, coordinates training, develops metrics, and ensures that sound information governance and accountability measures are in place in accordance with established guidelines to include work involves the creation, dissemination, research, storage, and disposition of Federal records. Additionally, performs strategic analysis and planning, conducts program outreach, coordinates training, develops metrics, and ensures that sound information governance and accountability measures are in place in accordance with established guidelines. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. Knowledge of RIM program management and organizational principles, policies and guidance used for assessment, operating system software, database concepts, and peripheral storage devices associated with management installation RIM program. Knowledge of methods, metrics, tools, and techniques of Business Process Management, to include Continuous Process Improvement (CPI). Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations. Ability to communicate effectively, both orally and in writing. Ability to develop training materials and conduct training sessions formally and informally; in one-on-one, workshops, and classroom environments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
