About the Position: As the senior contract specialist for the Army Corps of Engineers at the New Orleans District, incumbent will be responsible for the processing and oversight of contractual actions and phases of project/programs. In addition, major tasks involve planning and preparing for negotiating contracts.
The Preferred duty location of the position is New Orleans, LA.
A remote location may be considered and/or negotiable upon selection.
Duties
Incumbent may serve as a Contracting Officer with minimum of $1M signatory authority if deemed in the best interest of the organization.
Incumbent is the Lead/Senior Contract Specialist for pre/post award and technical guidance experience.
Responsible for the processing and oversight of contractual actions and phases of projects/programs.
Plans, develops, and establishes the contractual strategy for individual projects and/or programs.
Functions within a Project Delivery Team (PDT), which involves pre-award actions to assist and/or prepare planning and execution documents.
Advise Project Delivery Teams (PDT) on acquisition risks associated with various course of actions and/or make recommendations on alternative for various scenarios.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Professional Certification is required within 36 months and must be maintained for continued employment.
- This position requires a Financial Disclosure during the first month of employment and annually thereafter.
- A one-year probationary period may be required.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Providing guidance on pre-and post-award contract methods as they apply to contract types, methods, and requirements; 2) Negotiating contract modifications with potential contractors; 3) Resolving complex problems which arise during any contractual actions and phases of the project/program; and 4) Assisting prospective bidders during the solicitation phase. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
