This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in St. Louis Missouri working for the St. Paul District

Duties

Serves as Chief of the St. Louis Plan Formulation Section of the Regional Planning and Environment Division North (RPEDN). Responsible for the technical sufficiency of planning documents prepared by government personnel and contract architect-engineering firms for the Civil Works mission of the District. Directs a subordinate staff of engineers, community planners, and other technical professionals. Provides overall direction for Planning studies for civil Works planning activities of the District. Participates and is actively involved in project scope, time, cost and quality issues to meet customer/partner expectations. Responsible for the District’s plan formulation process for proposed Civil Works projects. Responsible for report preparation and documentation of the Civil Works planning program. Coordinates all funding and manpower problems to minimize schedule slippages. Represents the District at conferences and may provide expert testimony on civil works planning issues.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Involved in the overall direction of Planning studies for Civil Works planning activities; 2) participate in discussions of project scope, time, cost and/or quality issues to meet customer/partner expectations; and 3) coordinate quality and timely execution of planning products, and/or product delivery team leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). "Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted".
