You will serve as an INTERDISCIPLINARY INDUSTRIAL ENGINEER/OPERATIONS RESEARCH ANALYST in the SYSTEMS ACQUISITION GROUP, COST & SCHEDULE ANALYSIS DEPT, and EXECUTION ANALYSIS & SUPPORT (EA&S) DIVISION of NAVAIRWARCENAC DIV. The duty location for this position is Patuxent River, Maryland.

Duties

You will ensure that all products and services provided to Cost Department Customers are in accordance with established Cost Department policy, procedures and processes. You will develop Plan of Actions and Milestones (POAM) to execute the agreed tasks / resource plan to develop (SRA, EAC, Schedule Development, IBR, Source Selection, etc.) products. You will coordinate efforts with the appropriate technical or programmatic experts to ensure a complete and quality product. You will coordinate reviews of all IPM products with the cognizant Cost Department Branch Head for all significant high visibility program events. You will perform analyses for systems in all phases of the life cycle (development, production, sustainment) and involve state-of-the-art engineering and manufacturing techniques. You will be responsible for supporting the team during the development of appropriate cost/schedule criteria, cost analyses, and cost estimates that are accurate, complete, and reflect the engineering design parameters stated by the Navy. You will analyze and interpret high level, broadly stated, DoD and SECNAV directives and instructions, and determine their proper application within the EVMS context.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DP-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating Earned Value Management (EVM) and Scheduling technical expertise to customers inclusive of performance trend analyses and communications of risks and potential impacts; 2) Delivering quality products and services to customers and ensuring they are accurate, timely and consistent; 3) Developing employees and working with a team in the production of their products and recommending training requirements; 4) Ensuring a complete understanding and appreciation of the customer/ supplier relationships and the customer's needs/priorities in the planning and execution of tasks; and 5) Providing products and services to customers that are in accordance with established policies, procedures and processes. For DP-0896 Applicants:

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For DP-1515 Applicants:

Applicants will have a bachelor's degree or higher in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
