You will serve as a Supervisory Distribution Facilities Specialist in the Operations Division, Fuels Department of NAVSUP FLC PEARL HARBOR.

Duties

You will serve as the Division Head with responsibility for managing and directing all petroleum operations and maintenance on Joint Base Pearl Harbor-Hickam (JBPHH). You will plan, organize, schedule and direct fuel operations at the bulk and airfield fuel terminals. You will determine requirements for personnel and equipment to support fueling operations. You will plan, develop, and coordinate facilities maintenance, sustainment, repair, modernization, and environmental improvement projects. You will prepare, review, interpret and analyze engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets. You will provide both technical and administrative supervision to sixty or more employees through subordinate supervisors and work leaders.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector having an expert knowledge of petroleum, oil, lubrication (POL) operations, logistics policies, procedures, and environmental compliance regulations to plan and manage division operations. Specialized experience must include the following: 1) Knowledge of POL storage and distribution systems; facilities management, maintenance management; inventory management; strategic planning, and contingency response operations and planning; 2) Personnel management programs, policies, practices, and procedures to supervise and lead workforce, and conduct discussions with labor representatives; 3) Operational planning policies, regulations and procedures, and skill in planning and organizing work to include determining resources and developing operational orders job plans required to accomplish mission. Examples of specialized experience include: 1) Plans, organizes, and schedules fuel operations at bulk and airfield fuel terminals; 2) Plan, develop and coordinate facilities maintenance, sustainment, repair, modernization, and environmental improvement projects for the Airfield Fuel and Bulk Fuel Operations; 3) Utilize automated databases to include Enterprise Business System (EBS), Enterprise Resource Planning System (ERP), MAXIMO and Fuel Asset Maintenance Management System (FAMMS); 4) Prepare, review, and analyze engineering plans and reports, drawings, specifications, contract documents for conformance to professional standards and approved budgets; 5) Serve as supervisor planning, assigning and evaluating work performed by subordinates.
