About the Position: Serve as the liaison for programs involving environmental compliance, contract implementation, and budget management for the Directorate of Public Works, Environmental Division, Pollution Prevention Branch at Fort Bliss, Texas.
Duties
Provide guidance to senior staff on matters related to protection of public welfare, pollution and spill prevention, solid and hazardous waste, water quality, air emissions, environmental restoration, and above and below ground storage tanks.
Assist in conducting environmental research and review of projects to provide compliance-essential services.
Review directives from higher authorities and advise on potential impact to the organization.
Coordinate monthly training, submit status reports, coordinate a quarterly quality control committee, and prepare briefings for higher level commands.
Develop and implement internal controls for administrative functions for various environmental programs.
Provide review comments on environmental documents and associated reports for regulatory accuracy.
Serve as primary advisor to the division concerning program and budget development.
Track individual projects for various program areas, providing oversite of cost for lifetime of project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment financial disclosure (Financial Disclosure Statement OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R to avoid conflicts between duties and financial interest.
- You may be expected to travel up to 5% for this position.
- Incumbent must be able to obtain and maintain a valid state driver's license.

GS-11 QUALIFICATIONS
Specialized Experience: One year of specialized experience which includes: 1. Managing environmental programs related to issues such as: pollution prevention, solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, aboveground or underground storage tanks, and toxic substances; AND 2. Facilitating the development of contract requirements and assisting in the managing of contracts in support of environmental programs; AND 3. Developing environmental budget requirements through an automated information system for administering and managing general funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science; or related field such as: Microbiology, Chemistry, Physics, Geosciences, or Engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-09 QUALIFICATIONS
Specialized Experience: One year of specialized experience which includes: 1. Supporting environmental programs such as: pollution prevention, solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, aboveground or underground storage tanks, and toxic substances; AND 2. Writing and reviewing environmental standard operating procedures for regulatory accuracy and completion; AND 3. Coordinating with a resource management office regarding budgetary, financial management, and general funding requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science; or related field such as: Microbiology, Chemistry, Physics, Geosciences, or Engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
