About the Position: This position is located in the Madigan Army Medical Center, Tacoma, Washington. Tacoma is a diverse city nestled between Seattle and the state capital of Olympia. Tacoma is located on the shores of Commencement Bay, within pristine eyesight of Mount Rainier. Enjoy the mild climate. Will serve as the Madigan's Army Medical Center's (MAMC ) and the Puget Sound Market's subject matter expert (SME) regarding civilian pay and the Defense Civilian Pay System (DCPS) system.
Duties
Provide liaison service between civilian employees, timekeepers, Defense Health Agency (DHA) Center of Excellence (CoE), and Defense Finance and Accounting Service (DFAS).
Serve as a central point of contact to (POC) receive documents affecting payroll accounts and distributing various reports.
Interpret customer inquiries and resolve discrepancies of civilian pay rules, regulations, laws, procedure, or operations.
Provide liaison service between civilian employees, timekeepers, Defense Health Agency (DHA) Center of Excellence (CoE), and Defense Finance and Accounting Service (DFAS).
Serve as a central point of contact to receive documents affecting payroll accounts and distributing various reports.
Implement a training program to train, monitor, evaluate, and report on departmental timekeepers on a variety of civilian pay, leave, and timekeeping requirements and issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Specialized Experience: I am an in-service applicant in the organization and have one year of specialized experience which includes: performing two or more of the following: research and resolve pay issues; prepare pay reports; assist in training timekeeping processes or procedures; Utilize an automated payroll software system to input or retrieve or resolve pay data or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Specialized Experience: I am an external applicant and I have one year of specialized experience which includes: performing two or more of the following: research and resolve pay issues; prepare pay reports; assist in training timekeeping processes or procedures; Utilize an automated payroll software system to input or retrieve or resolve pay data or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Budget Administration, Accounting, Finance or similar field of study. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
