(GS-09)The primary purpose of this position is: To serve as a Human Resources Specialist (Recruitment & Placement) at an Air Force (AF) installation with responsibility for planning, developing, and carrying out a variety of moderately complex staffing and related management advisory services for assigned organizations. *************************************************************************************************************************************************************************** DUTIES/GS-07 Performs recruitment and placement assignments. Provides recruitment and placement, and affirmative employment advisory services. Participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents. DUTIES/GS-09 Provides management advisory and staffing services to installation-level organizations. Advises managers and/or employees of legal or regulatory requirements, pertinent policies, procedures, and/or entitlements. Serves as the HR focal point for one or more employee and management support programs. Participates in special initiatives, studies, projects, and affirmative employment activities. Prepares written correspondence and other documents.

Qualifications

This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C 1586. Upon the employees' return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE (GS07): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of fundamental HR methods, principles, and practices related to recruitment and placement to advise on and/or resolve moderately complex issues. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of experience and education. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS07): Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs)(GS07): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems oflimited scope and complexity. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to gather and analyze facts, and draw conclusions from information. Ability to plan and organize work. SPECIALIZED EXPERIENCE (GS09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of fundamental HR methods, principles, and practices related to recruitment and placement to advise on and/or resolve moderately complex issues. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. , in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of experience and education. Note: You must submit a copy of official transcripts. Skill in troubleshooting and resolving moderately difficult problems associated with providing recruitment and placement advisory services on well-precedented and/or recurring issues and problems. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
