This position is located with the Visitor and Resources Protection Division, Branch of Fire and Aviation at Yosemite National Park. One position is available.

Duties

Assists the Fire Management Officer in planning and implementing both prescribed fires and mechanical fuels treatments. Implements and administers fuels management acitivites and wildland fire activities to ensure target goals are achieved, management objectives are met, and mitigation measures are adequate. Provides professional guidance and assistance to other natural resource managers on the use of wildland fire to restore, protect and enhance ecosystems. Coordinates field studies related to fuels management program issues to determine effectiveness of treatments. Performs fiscal analysis, formulates the annual fuels management budget and maintains a system of accounts to track program expenditures. Conditions of Employment, continued: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Employees required to pass a WCT-Pack Test as a "condition of employment" will be provided one opportunity to pass the required test with a second chance provided at the discretion of management based on the results of the first test. This recruitment notice constitutes the required 30 days advanced notice for testing requirements. NOTE: Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement.

Qualifications

All qualifications must be met by the closing date of this announcement-07/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist, HIGH complexity and requires selectee to meet the minimum qualification standards for IFPM prior to moving into the position. Selective Factors: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: *Currency is required. You will be made ineligible if your Master Record or equivalent documentation does not show that the below mentioned qualifications are up to date and active. Prescribed Fire Burn Boss Type 2 (RXB2) Incident Commander Type 3 (ICT3) -OR- Task Force Leader (TFLD) -OR-Helibase Manager (HEBM) - AND - Selective Factor: Substantial Wildland Fire Experience: This is an administrative position in an organization having a firefighting mission and is clearly in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE. Wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. -AND- To Qualify for the GS-0456-11 Grade Level: If you are a current or former federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-09 grade level in Federal Service. FOR INTERNAL TO THE FEDERAL GOVERNMENT APPLICANTS - One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience in at least two of the following three categories: (1) Experience that demonstrated understanding of fire effects on cultural and natural resources through assignments such as developing fire management plans to ensure resource objectives can be met form a fire management standpoint; or, conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met; (2) Prescribed fire/fuels management experience demonstrated by activities such as professional forest of range inventory methods and procedures (e.g., Browns planar intercept for dead and down fuels; live fuel loading assessments); or, analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; or evaluating prescribed fire plans or fire management plans to ensure fire containment is possible, and identify appropriate suppression contingencies if containment is not obtained; (3) Fire management operations that included analyzing and applying fire management strategies, PLUS experience in at least four of the following activities: Mobilization and dispatch coordination; Fire prevention; Training; Logistics; Equipment development and deployment; Fire communications systems; Suppression and preparedness. -OR- FOR OUTSIDE/NON FEDERAL GOVERNMENT APPLICANTS - One year of specialized experience equivalent to at least the GS-10 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience in at least two of the following three categories: (1) Experience that demonstrated understanding of fire effects on cultural and natural resources through assignments such as developing fire management plans to ensure resource objectives can be met form a fire management standpoint; or, conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met; (2) Prescribed fire/fuels management experience demonstrated by activities such as professional forest of range inventory methods and procedures (e.g., Browns planar intercept for dead and down fuels; live fuel loading assessments); or, analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; or evaluating prescribed fire plans or fire management plans to ensure fire containment is possible, and identify appropriate suppression contingencies if containment is not obtained; (3) Fire management operations that included analyzing and applying fire management strategies, PLUS experience in at least four of the following activities: Mobilization and dispatch coordination; Fire prevention; Training; Logistics; Equipment development and deployment; Fire communications systems; Suppression and preparedness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
