Duties
The primary purpose of this position is to provide a senior program analyst for the PACAF Director of Plans and Programs (PACAF/XP) and Commander of the Pacific Air Forces (COMPACAF). In this capacity, prepares and directs efforts in support of annual PACAF Program Objective Memorandum (POM) through the PACAF Review Working Group, PACAF Review Group, Board and CV chaired Council. Conducts analysis necessary to inform resource allocation decision for the Biennial Planning, Programming and Budgeting System (BPPBS). Works closely with Agency major commands, agencies, and Headquarters Agency to recommend optimum investment strategies to COMPACAF and directors. Represents COMPACAF during the Agency Resource Allocation Process to Headquarters Agency, major commands, and agencies. Provides Program Element Monitors (PEMs) and action officers with technical expertise to ensure Agency and PACAF corporate and functional decisions are implemented.
Functions as PACAF focal point for the SecDef's Biennial Planning, Programming and Budgeting Systems BPPBS to Headquarters Agency Major Commands (MAJCOMs).
Technical consultant and senior program analyst to PACAF resource advisors, program managers and program element monitors (PEMs) on the Agency's Force and Financial Plan (F&FP) and Future Year Defense Plan (FYDP) data base of all Agency funding.
Supervises PACAF Resource Allocation Process for POM build involving prudent use of PACAF corporate structure, from studies to drill-down analysis in an effort to effectively manage PACAF's entire out year budget.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems, knowledge of cost and economic analyses principles, techniques, and practices, comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of PACAF programs, knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments, and knowledge of relationships with other programs and key administrative support functions within the Agency.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the programs(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge of cost and economic analyses principles, techniques, and practices. Skill in application of factfinding and investigative techniques.
Skill in oral and written communications. Skill in development of presentations and reports.
Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements.
Ability to maintain good working relations. Ability to plan and execute complex, multi-faceted projects.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to access or locate information through the use of a personal computer or terminal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
