About the Position: Serves as the Business Oversight Branch (BOB) Chief interfacing with the District Contracting Chief and assisting the North Atlantic Division Contracting staff to assist the Regional Chief of Contracting in the procurement of Construction, Services, A/E Services, and Supply contracts in support of regional or District efforts.

Duties

Participates in operational planning with top management and key operating officials, in order to advise on the contracting implications of proposed management decisions, and to recommend alternatives based on contracting considerations. Reviews for appropriate contract, pricing provisions, selection of source, determinations and findings, documentation, clarity of contract terms, propriety of cited funds, and compliance with procurement regulations and directives. Briefs the Division Chief on major accomplishments, milestones, and execution challenges. Assigns, reviews, and approves work and evaluates employee performance and assists employees in career development. Mentor others, from junior workforce to senior personnel on contracting related matters. Provides policy interpretation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Procurement Analyst Degree: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) Serving as an advisor to the Division and/or key officials in all aspects of contracting. 2) Overseeing the daily operations of acquisition through various methods (i.e., team leads, committee chairs); 3) Performing administrative, technical and lead or supervisory duties; 4) Reviewing negotiation strategies on major contracts; 5) Interpreting laws, regulations, and policies to execute contractual actions for procurement activities. 6) Train others on contracting matters. 7) Advise and make recommendations to higher level management on military and civil acquisition and procurement planning. 8) Able to work with contracting systems such as SPS, experience in CEFMS is desired but not required.
