WHAT IS THE CHIEF FINANCIAL OFFICER (CFO)DIVISION?

Vacancies will be filled in the following specialty areas:
The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Corporate Accounting, Travel Management, Travel and Review.
The following are the duties of this position at the full working level.
Supports and advises management in developing negotiation positions; researches various financial systems to extract data in support of management proposals in the various program areas. Proposals includes those involving travel, relocation, debt collection, and other financial and administrative polices; and any changes in practice directly impacting bargaining unit employees' working conditions or entitlements requiring negotiation with employee organization.
Maintains files concerning contract negotiations with employee organizations in assigned program areas; files contain sensitive and pre-decisional information which is confidential until negotiations are finalized.
Advises management on policies and procedures; provides supporting documentation; conducts research and presents findings, and provides management with quantitative information and analysis for use as supporting documentation in union negotiations regarding existing contractual provisions and/or the impact of new policies and procedures on the workforce.
Develops, or oversees the development, of a wide range of Service wide administrative financial management policies, standards, and procedures, including Internal Revenue Manual (IRM) guidance and technical training materials. Also, develops Service wide financial guidelines, instructions, and other material pertaining to administrative financial management policies and standards.
Ensures that Service wide financial management policies, standards, and procedures are fully compatible with internal and external guidance, and comply with laws, regulations, Federal Accounting Standards Advisory Board (FASAB) standards, and generally accepted accounting principles.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.Specialized experience for this position includes: Experience must demonstrate service as an analyst with responsibilities for mentoring others while completing technical and analytical assignments. Project assignments should demonstrate extensive knowledge of financial management programs, including preparing reports, performing financial studies, analyses, and research of accounting operations, financial systems, policies, and procedures and experience using knowledge of analytical and evaluative methods and both qualitative and quantitative to assess and measure the effectiveness of financial management program operations. Your experience must also include conducting independent studies on problems, developing proposals for improvement, and presenting findings and issuing guidance and final reports on improvement strategies.
AND
TIME-IN-GRADE REQUIREMENTS FOR GS-13: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.
