About the Position: Serve as the Regulatory Division (RD) staff lead responsible for independently managing the following areas of responsibilities: File/Records Management, ORM Data Analyst, and Regulatory Request System (RRS), Freedom of Information Act (FOIA). Also performs budget administration functions as alternate Budget Analyst for RD.
Duties
**THE DUTIES BELOW ARE AT THE FULL PERFORMANCE GS-09 GRADE LEVEL***
Serve as File Manager/Records Specialist for the Regulatory Division to organize, update, manage, track and dispose of large number hard copy and electronic files.
Assist Regulatory staff in general administrative support.
Serve as primary Regulatory Division point of contact for Freedom of Information Act (FOIA).
Perform quality assurance and quality control of records and databases utilizing knowledge of regulatory laws, regulations, policies, and procedures for permit processing, enforcement, and environmental documentation.
Assist in developing efficient methods to store, organize, access and retrieve electronic information.
Implement quality assurance tests on the conversion of all digital files from acceptance test parameters established by the supervisor.
Oversee the preparation, transport, and storage of files for digital scanning or conversion.
Prepare reports for Operation and Maintenance Business Information Link, Regulatory Module (ORM2) following national standard operating procedures.
Provide substantial input to the development, implementation, and revision of standard operating procedures.
Utilize Operation and Maintenance Business Information Link, Regulatory Module (ORM2) database to run reports and correct errors.
Use word processing and other types of software to process and produce a wide range of documents. (i.e. Microsoft Word, Excel, PowerPoint, Access)
Apply knowledge of work processes, computer equipment, systems software, information management/scanning process, computer readable formats and meta-data.
Screen databases for missing data, identify potential legal issues of concern and coordinate corrections.
Prepare reports in response to inquiries from various entities.
Create, edit, and reformat legal briefs for court/litigation.
Represent the Regulatory Division directly with Automation, Communication, Information Assurance, Records Management, Printing and Publications, and Visual Information (ACE-IT) and the Defense Logistics Agency.
Coordinate with primary points of contact and staff to document data for regulatory permit actions.
Utilize proficient written and oral communication skills.
Serve as backup on certain administrative tasks (i.e. budget).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One (1) year probationary period may be required if not completed previously.
- A qualified typist that can type 40+ words per minute is required.

Specialized Experience or Education to qualify for GS-07: One year of specialized experience which includes 1) Preparing hard-copy records for digital scanning or conversion. 2) Assist in organizing, updating, tracking, and disposing of electronic files. 3) Using typing proficiency to prepare reports and correspondence. 4) Assist management in correcting database information accuracy issues. 5) Support management in performing data analysis processes. 6) Utilizing office automated computer systems and applications (i.e., Microsoft Word, Excel, PowerPoint, Access) to create and communicate information in correct format. 7) Effectively communicating with stakeholders through verbal and written means. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Management, Business Administration, Data Analytics or Computer Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience or Education to qualify for GS-09: Specialized Experience: One year of specialized experience which includes 1) Preparing, transporting, and storing hard-copy records for digital scanning or conversion. 2) Organizing, updating, managing, tracking, and disposing of electronic files. 3) Using typing proficiency to prepare reports and correspondence. 4) Performing quality assurance and control of records and databases according to regulations to correct information accuracy issues. 5) Performing data analysis provide insights and aid decision-making. 6) Developing efficient methods to store, organize, access, and retrieve electronic information. 7) Utilizing office automated computer systems and applications (i.e., Microsoft Word, Excel, PowerPoint, Access) to create, analyze, and communicate information in correct format. 8) Effectively communicating with stakeholders through verbal and written means. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Management, Business Administration, Data Analytics or Computer Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
