This position is assigned to the Family Readiness Division; Fleet and Family Support Program (FFSP) Section; Commander, Navy Installations Command (CNIC). CNIC is an Echelon II activity directly reporting to the Chief of Navy Operations (CNO). The mission of the FFSP is to provide information and referral, education and training, primary prevention, counseling and advocacy to facilitate achieving operational readiness and personal and family self-sufficiency

Duties

SUPERVISION(60%) The incumbent directly supervises at least two GS-12 government Navy Clinical Counselors, and/or GS-12 Navy Clinical Counselors for Children, if applicable. Government positions may be NAF at the equivalent grade level indicated. Incumbent plans work to be accomplished, set and adjusts short-term priorities, and prepares work completion schedules. Assigns work to. Develops and evaluates subordinate employees' performance. Gives subordinate employees' advice, counsel, or instructions on work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment to unit positions. Listens and resolves employee complaints, refers group grievances or more serious, unresolved complaints to higher-level management. Effects minor disciplinary measures and recommends other action in more serious cases. Identifies subordinate employees developmental and training needs, provides or arranges for needed development and training. Organizes, sets, and monitors workflow of installation NMC and SAIL services. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Approves and authorizes leave and timecards. Encourages self-development. Assures equity in recommending and determining selections, assignments, training and promotions, discipline and awards to employees. Identifies employee benefits, services, and work related activities. Ensures subordinates are aware of and participate in team planning and play integral roles in developing final team products. Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures. Ensures FFSP strategic goals, plans and tasks are communicated through leaders/subordinates. Designs, implements, and monitors Navy clinical employee's incentive programs, employee development, and mentoring programs to produce effective employee performance and to achieve FFSP mission and objectives. Institutes risk management procedures to include routine Professional Practice Evaluation and Focused Professional Practice Evaluation, in consultation with Regional Counseling and Advocacy Program {CAP) staff, when a clinical provider exhibits negative quality assurance or risk management trends. Promptly notifies regional CAP staff of clinical provider incompetence, impairment or allegations of professional misconduct by subordinate Navy clinicians. PROGRAM MANAGEMENT (40%) Provides oversight of NMC clinical services to include individual, couples, family or group modalities, ensuring services delivered are within the authorized scope of FFSC clinical care. Provides NMC services when required by staff shortages. Ensures personal and subordinate staff's NMC appointments and meetings are scheduled, accounted for and documented in the Scheduling and Clinical Case Record modules within the automated FFSP management information system. Maintains case records and statistics in accordance with Navy policies and regulations. Provides supervision of risk assessment and case management services and other counseling interventions as appropriate for clients. Identifies gaps in existing services and provides results and program recommendations to FFSC Site Director and the Regional CAP Coordinator. Oversees critical incident response services provided within the CAP. Complies with protocols relating to high risk and high visibility cases. Serves as the NMC representative attending, coordinating or assisting in coordination of various meetings and committees. Participates in the FAP Clinical Case Staffing Meeting. Serves as the mental health representative on the SAPR Case Management Group (CMG). Assures installation compliance with all NMC and SAIL certification standards. Collaborates with FAP clinical case managers, Family Advocacy Representatives, and Regional SAIL Case Management Teams to ensure a coordinated approach to service delivery. Ensures training programs comply with FFSP, NMC and SAIL Certification Standards. Identifies problems in administrative procedures that impact the provision of NMC and SAIL clinical services and provides results and recommendations to the FFSC Director and Regional Counseling and Advocacy Program Coordinator. Conducts regular, thorough review of Standard Operating Procedures (SOPs). Reviews and evaluates the NMC program to improve existing programs and to offset negative trends. Monitors Centralized Scheduling and Clinical Counselor records statistics, provider productivity and caseload distribution. Identifies and advocates for resources as well as for information and decisions on major work issues. Estimates and reports to supervisor and subordinates on progress in meeting milestones and deadlines. Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures. Performs other duties as assigned.

  • Must have or be able to obtain and maintain a Non-Critical Sensitive Clearance with child care eligibility. FFSC personnel are not permitted to provide services alone to minor children until this condition is met.

Qualifications

Professional knowledge gained through extensive education related to Marriage and Family Therapy Education or Social Work Education or Counseling and Related Education or Clinical or Counseling Psychology. Mastery knowledge of the military lifestyle that furnishes the employee with an understanding of the specific demands of military life, such as frequent separations, and high-stress working environments that have an extensive impact on individuals and their families. Ability to advise installation managers and commanding officers on complex and sensitive issues. Ability to present sensitive, and at times controversial, information to groups of people in a clear, concise manner. Ability to direct and coordinate the work of professional employees. Mastery knowledge of pertinent laws, policies and regulations pertaining to the NMC. Knowledge of federal, state, and local human service programs, policies and directives. Skill to communicate effectively both orally and in writing. Ability to modify programs to meet the ever changing needs of the active duty military community. Ability to recognize, identify and assess mental disorders per the current version of the Diagnostic and Statistical Manual of Mental Disorders. Understanding of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies. Mastery knowledge of evidence-informed, brief, solution focused counseling interventions. Knowledge of family systems, as it relates trauma, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency. Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions. Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues. Ability to communicate in writing to develop and prepare case notes, correspondence, and reports; to document psycho-social assessments, treatment plans, and to develop lesson plans for briefing and classroom presentations. Mastery knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments. Knowledge of the Navy information systems used to document NMC and SAIL requirements and services provided.

Education

A qualified candidate must possess:
Per SECNAVINST 1754.8, incumbent must be qualified as a Tier Ill provider, and shall meet the following requirements:
  • Education including at least one of the following:
  1. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.
  2. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree.
  3. Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree.
  4. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
    • Licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
