As a Senior Information Technology Specialist, you will serve as a technical expert in Information and Technology Services. This position is located in Washington, DC.

Duties

As an IT Specialist, you will: Develop, coordinate, and implement IT policies, procedures, standards, and guidelines. Plan short-, medium-, and long-range objectives and recommend ways to achieve them for an assigned segment of the enterprise. Communicate with service delivery units on the direction of their information technology projects and their associated procurements. Perform the full range of project management activities. Manage multiple projects, some large or complex, through the systems development life cycle from project initiation through requirements design and development, testing, implementation, maintenance, and retirement, using a standard methodology. Serve as the Contracting Officer's Representative (COR), write requirements documents, such as a Statement of Work (SOW) or Performance Work Statement (PWS) and develop Independent Government Cost Estimates (IGCEs) when new contracts are being established. Serve as a member or the chair of technical evaluation panels (TEPs) to evaluate quotes or proposals from offerors. Liaison with Acquisition Management Office on long-term acquisition planning as well as day-to-day acquisition management. Support the Director of Portfolio Management in determining and enforcing the strategic alignment of IT acquisitions with IT investments by: identifying and eliminating the duplication of services across IT contracts; recommending the most appropriate assignment of services to individual contracts; and consolidating services across contracts (where appropriate) to reduce costs and/or increase the efficiency and effectiveness of contract delivery.

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail- Generally demonstrated by tasks where the applicant is thorough when performing work and conscientious about attending to detail. Customer Service - Generally demonstrated by tasks where the applicant works with customers to assess their needs, provide information, resolve their problems, knows about available services; and is committed to providing quality products and services. Oral Communication -Generally demonstrated by tasks where the applicant expresses information to individuals or groups effectively, considers the audience and nature of the information; makes convincing oral presentations; listens, and responds appropriately. Problem Solving - Generally demonstrated by tasks where the applicant identifies problems; determines accuracy and relevance of information; and uses sound judgment to evaluate alternatives, and make recommendations. In addition: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include: Advising on the planning, procuring, and/or implementing of information technology products. AND Providing support, responding to IT customer inquiries, analyzing IT requests and problems, and implementing solutions. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
