Duties

Extensive Knowledge & Experience in CON Specialty Area(s): Convey extensive contracting knowledge and experience in requirement areas which may include but not limited to: Supplies and Services Research and Development Major Systems Acquisition Operational Contracting Construction Logistics and Sustainment Contingency Software Development and Procurement Convey the competencies and skills required for: Soliciting, evaluating, negotiating and awarding contracts. Administering contracts by assuring compliance with the terms and conditions including resolution of problems (modifications, options, changes, contractor performance and surveillance, data rights). Terminating contracts by analyzing, negotiating and settling claims and proposals. Analyzing and evaluating cost or price proposals and accounting system data. Planning, establishing, or reviewing contracts, programs, policies, or procedures. Formulating and administering policies and procedures to ensure achievement of Federal socioeconomic goals such as those affecting small business, labor surplus areas and disadvantaged business firms. Developing acquisition strategies and directing or managing procurements Imparts knowledge of contract methods (formal advertising and negotiation) and types (fixed price, cost reimbursement, special purpose, and agreements), and the understanding and application of the Federal and Defense Acquisition Regulations. Performs other duties as assigned. Teaching and Curriculum Development Duties: Imparts knowledge of contract methods (formal advertising and negotiation) and types (fixed price, cost reimbursement, special purpose, and agreements), and the understanding and application of the Federal and Defense Acquisition Regulations. Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice. Collaboration Duties: Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders. Digital Fluency Duties: Pursues and maintains digital and data analysis fluency that aligns with and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery.

  • Incumbent may be required to obtain and maintain an appropriate security clearance
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Certification in DAWIA Contracting Professional (or the ability to become certified) within 36 months is required.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Qualifications

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements (IORs) for the 1102 Contracting occupational series as listed below: A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR B. A Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000. OR C. A Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position. You must also demonstrate that you have the required knowledge, skills, and abilities to perform successfully practical knowledge: Technical skills in federal contracting, gained through progressive or broadening assignments that may include, though not limited to, acquisition of major systems, large procurements for services, or other significant acquisitions. This requires an in-depth knowledge of an executive agency acquisition system, including in-depth knowledge and experience of the interrelationships among its elements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
  • DAU Pay Band B (AD-12) (GS-14 General Schedule grade equivalency):
    • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.
