You will serve as a Paralegal Specialist within NAVAL AIR SYSTEMS COMMAND, Office of General Counsel. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service

Duties

You will arrange meetings and consultations with NAVAIR counsel, other agency counsel and outside counsel. You will maintain a thorough knowledge of work in progress in the office and monitors or completes all follow-up actions. You will participate in intellectual discussion of legal issues with agency and other interested parties and assists with formulating agency positions and approaches to legal issues. You will maintain knowledge of and uses knowledge technology equipment and various software programs. Must be highly experienced in various software skills, including Microsoft Word, Power Point, and Excel. You will be responsible for the management of the law office workflow database including litigation tracking systems including collecting data and prepares reports and draft replies in response to periodic requests and data calls. You will draft correspondence, memoranda, legal opinions, briefs, other litigation papers, or advisory opinions for review, approval and use by Counsel. You will prepare digests of selected decisions or opinions which incorporate legal references and analyses of precedents involved in subject matter disciplines comprising the workload of the Office of General Counsel. You will research involve a wide variety of sophisticated systems of computerized electronic databases such as LEXIS/Westlaw, as well as an existing library in the Office of General Counsel that contains basic federal law resources You will assemble and arrange case files, documents, and exhibits for attorneys. You will direct and oversee the preparation and maintenance of other administrative files, logs, and appointment dockets for counsel. You will support attorneys by conducting legal research in the areas of procurement fraud, civilian personnel law, ethics and standards of conduct. You will support attorneys by conducting legal research in the areas of government contract law, fiscal law, Touhy practice, and FOIA and Privacy Act, to include qui tam actions, fraud referrals and suspension and debarment actions, EEOC and MSPB. You will support attorneys by conducting legal research in the areas of law, analyzing legal decisions, rulings, memoranda and other legal opinions. You will assist in the preparation of legal opinions and the conduct of litigation before courts and administrative boards.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (NH-01/GS-09) or pay band in the federal service or equivalent experience in the private or public sector . Specialized Experience must demonstrate the following: 1. Demonstrates skills in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools database applications and use of the internet. 2. Conveys written information in a clear, concise, organized and convincing manner for the intended audience, use correct English grammar, punctuation and spelling. 3. Demonstrates the ability to clearly and effectively articulate, present and promote varied ideas and issues. At the GS-11 grade level, education can be used to qualify:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or
