This position will serve as a Senior Police Officer at the VA Medical Center in Tuscaloosa. The Police Officer will perform a full range of police duties by following and executing rules, regulations, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities for the local jurisdiction.

Duties

The duties of the Senior Police Officer include, but are not limited to: Leads a team of Police Officers and other administrative staff. Provides leadership related to the protection of public health, safety and welfare, and the enforcement of applicable federal, state, and local laws. Participates in the selection of staff as requested by the supervisor and provides orcoordinates staff training, either during shift briefing or designated training days. Assigns, distributes, reviews, approves and disapproves employees' assignments. Estimates and reports on expected timelines for completed work, maintains records of work accomplishments and time expended and prepares various reports as required. Coaches and mentors current and new police officers to ensure employees obtain the necessary training to be productive. Approves leave for a few hours or for emergencies as designated by the supervisor. Resolves simple, informal complaints of employees and refers more complex complaints to the supervisor. Performs or coordinates services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships. Provides leadership in protecting Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations. Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Leads and conducts investigations, apprehensions, or detention of individuals suspected or convicted of offenses against the criminal laws of the US. Receives and reviews reports from staff making revisions as needed before forwarding to the supervisor for final review. Provides patrol in vehicles; by foot and/or on a bicycle. Detects and intervenes in criminal activity. Performs drug and contraband intervention techniques and provides training to those areas where contraband identification and knowledge is imperative for the staff. Operates specialized vehicles and equipment in support of law enforcement and security operations. Leads and initiates investigative contacts/stops. Seeks, detects, seizes, and protects evidence and witnesses at the scene of an incident. Leads others and personally executes arrest warrants issued by federal and local courts. Takes charge of significant and catastrophic events as Incident Commander (e.g. active threats/shooter, terroristic threats or attacks, suicides, fires, full and partial property closures, infrastructure failures and natural disasters) until additional resources are mobilized and response plans are fully executed. Leads and provides staff guidance on how to preserve what is needed for crime scenes. Summons additional emergency response personnel, communicates risks, facilitates access and coordinates, initiates or assists with partial or total evacuations. Establishes perimeters, access control, and renders aid in the initial command role. Leads staff that functions as first line of defense during violent crimes in progress, terror attacks, potential threats to personnel or VA properties, and general crimes at all classification levels including, petty offenses, misdemeanor, and felonies using appropriate levels of force. Leads, initiates and guides staff regarding how to proceed with investigative stops on suspicious and potentially dangerous persons and suspicious vehicles independently. Responds to highly dangerous and active cr~mes in progress. Guides staff in the use of the National Incident Management System and Incident Command System protocols to establish command and control, develop a course of action and contain, mitigate, and recover from an incident. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting investigations, apprehensions and detentions of persons suspected or convicted of criminal violations; maintaining order to protect life and property; taking initial complaints; interviewing witnesses; securing a crime scene and conducting limited searches; responding to emergency situations; gathering information and preparing reports; conducting routine patrol, traffic control, and traffic accident investigations. Note: Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: You must provide detailed information of your experience performed. Information such as "I was a Patrolman", "I was a Police Officer for a number of years," or "I enforced Federal, State, county, and laws" is insufficient to determine your qualifications. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).
