You will serve as a FINANCIAL TECHNICIAN in the NAVY CONSTRUCTION GROUP TWO, LOGISTICS DEPARTMENT of 20THNAVALCONSTRREG.
Duties
You will serve as the coordinator and point of contract for issues and matters that affect the Defense Travel System (DTS).
You will be responsible for administrating Operation and Maintenance Navy appropriated and reimbursed funds.
You will be responsible for performing a combination of complex acquisition and accounting duties.
You will monitor funds status and provide technical guidance in the areas of subaccounts and travel.
You will monitor and evaluate the performance of the Centrally Billed Account (CBA) program through a review of written documents and an examination of records and approve all CBA requests.
You will monitor the Debt Management Monitor (DMM) program by tracking, processing, and recording all actions related to a debt incurred by a traveler and in accordance with DoD Financial Management Regulation (DoDFMR).
You will analyze both budgetary and program information in order to make changes.
You will advise the traveler regarding an outstanding debt and provide guidance on the waiver and appeal process and use the debt management report to monitor DTS travel debt.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the FINANCIAL TECHNICIAN, GS-0503-07, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience using procedures and regulations required to examine invoices, voucher, and related documents is required.
Experience reviewing and approving all CBA requests for Naval Construction Group (NCG) 2 and subordinate commands in accordance with NAVSUP, Navy Expeditionary Combat Command and local procedures and Instructions ensuring proper expenditure of Navy funds.
Experience monitoring fund status as reported by the SABRS, monitors and evaluates the performance of the CBA program through review of written documents and examination of records.
Experience performing a combination of complex acquisition and accounting duties involving the procurement of materials using the RSUPPLY system and/or DOD EMALL systems.
Experience using the debt management report to monitor DTS travel debt and provides assistance and training for subordinate commands.
Experience administering Operation and Maintenance Navy (OM&N) appropriated and reimbursable funds at NCG 2 and subordinate Echelon V units.
Experience tracking, processing, and recording all actions related to a debt incurred by a traveler and in accordance with DoDFMR.
Experience analyzing both budgetary and program information in order to make changes to the OPTAR programmed controls.
