You will serve as the Financial Resource Specialist for the Idaho State Office performing a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of NRCS.
Duties
The Financial Resources Specialist works in the local state office and performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources.
Provides support, guidance, and assistance to the State Conservationist (STC) and State Leadership Team (SLT).
Projecting, planning, allocating, executing fund certification, managing/tracking, and reporting on the financial and technical assistance resources needed to carry out the business of conservation at the state, area and field levels.
Analyzes financial information to confirm proper execution of funds in accordance with applicable rules and regulations, and as directed by the state.
Coordinates with National Service Delivery Teams (NSDTs) to identify and resolve questions and errors related to budget allocation, execution, reporting and payments
Research and reviews written materials and documentation pertaining to a variety of issues, processes, and programs, in order to obtain thorough understanding of financial resources issues.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g., one year at the GS-09 grade level for consideration for the GS-11 grade level; AND one year at the GS-11 grade level for consideration for the GS-12 grade level).

To qualify for the GS-11 level:
Specialized Experience:You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service, or comparable experience not gained through Federal service. This experience must include:
Performing routine financial analysis, reporting and information management functions.
Researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers.
Assisting with project budget needs and tracking expenditures. OR
Substitution of education in lieu of specialized experience: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
To qualify for the GS-12 level:
Specialized Experience:You must possess at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through Federal service. This experience must include:
Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools.
Providing guidance and assistance in projecting, planning, allocating, and executing financial resources.
Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations.
Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives.
Coordinating internal controls processes and financial audit activities
Note: There is no education substitution for the GS-12 level.
