Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Resource Management Specialist, you will use your knowledge of and experience with The Administration for Strategic Preparedness and Response (ASPR) to optimize business results and customer experience by:
Provides a variety of technical expertise, budgetary, planning, and administrative
support functions for administration of intramural and extramural related to acquisition and contracting for the Strategic National Stockpile (SNS) to reach organizational objectives and goals. Practices expertise in managing agency agreements and contracts needed to meet stated missions. Exercises management skills including analysis, independent judgment, cooperation, coordination, and communication with a diverse staff of managers, scientists, and health care providers, both inside and outside the federal sector. Exercises cooperation, coordination, and communication skills which are needed as acquisition actions are complex and require collaboration with other centers, offices, and divisions.
Provides a variety of functions involving major contracts, interagency agreements (IAA), memoranda of agreement (MOA), and memoranda of understanding (MOU). This includes providing input and monitoring for strategic acquisition planning, development, review, and management for organization's contractual requirements. Provides project analysis and recommends effective procedures to implement projects and manage projects. Develops and reviews statement of work requirements. Assures programmatic requirements comply with the Federal Acquisition Regulation (FAR), and agency's procurement regulations. Coordinates actions throughout the procurement process for timely awards and issue resolutions. Assists in development of sole source justifications for contracts and purchase orders. Develops complex procurement requirements including establishing review panels, analysis of proposals, and selection/rating criteria. Exercises fiscal responsibility by ensuring project objectives are carried out as efficiently and effectively as possible within funding limitations.
Consult on procurement and acquisition procedures - researches, collects, edits, tabulates, analyzes, interprets, and disseminates qualitative and quantitative data related to specific acquisition actions. Serves as liaison for acquisition and contracting activities and works closely with contracting and finance officers and specialists to meet the mission while following administrative policies and all applicable rules and regulations.
Serves as project officer/technical monitor for contracts and/or IAAs for SNS. Authors requirement documents including scope of work, performance work statements, acquisition plans, market research, Independent Government Cost Estimates (IGCE), acquisition strategies, etc., for new projects. Leads or participates in the review of proposals, review of funding decisions to ensure they are reasonable and justified and ensures that all required sections and proper clearances are obtained and provided. Exercises management oversight responsibilities for the SNS as related to the initiation, administration, and/or closeout of contracts. Participate as a workgroup lead or member in relation to acquisition actions to support SNS mission.

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least 3 of the 4 following:
1. Applying knowledge of Federal regulations relating to acquisitions.
2. Analyzing data and creating decision criteria to arrive at optimal solution for acquisition projects.
3. Assisting with organizing organizational requirements for acquisition actions.
4. Participating in acquisition or procurement workgroups, ensuring group tasks and deliverables are met.
