About the Position: Serve as a Quality Assurance Specialist within the Directorate of Public Works with responsibility for effective and efficient quality assurance of all assigned service and construction contracts from pre-award through completion. Incumbent performs duties as the Contracting Officer's Representative when designated by the Contracting Officer and may serve as team leader directing performance of other quality assurance specialists.
Duties
Inform functional activity representatives of contract performance duties for awareness
Communicate directly with a Contracting Officer to resolve problems as they occur
Maintain files of pertinent contract data to provide upon request
Plan, develop and implement procedures to ensure operation of effective quality assurance program for assigned contracts.
Conduct quality assurance evaluation of multiple assigned contracts in accordance with Quality Assurance Surveillance Plan/
Maintain comprehensive knowledge of functions commonly performed under construction contracts i.e., concrete, electrical, plumbing, paint, roofing, carpentry, etc.
Ensure compliance with applicable rules and regulations governing contracts.
Submit monthly reports to Contracting Officer regarding status of contracts.
Prepare technical/administrative reports on contractor performance by documenting findings.
Use personal computer to compose correspondence regarding quality assurance program for assigned contracts.
Maintain database containing contract identification and performance data to provide as needed information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret security clearance.
- This position requires a pre-employment physical.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position requires the Contracting Officer Technical Representative (COTR) certification within 90 days of employment.
- This position requires possession of a valid stateside driver's license in order to operate a GSA vehicle.
- This position requires business travel 5% of the time.
- This position may require working an irregular tour of duty and may require working odd hours, weekends and holidays.

Specialized Experience: One year of specialized experience which includesreviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and/or reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
