Duties
You will provide expert accounting advice, technical assistance, and training.
You will recommend corrective action and methods for improvement for fiscal controls to enhance the effectiveness of the financial management system.
You will maintain complex operational accounting systems and develop system improvements.
You will develop procedural manuals, methods, and directives.
You will conduct financial analyses, fiscal reviews, and investigations.
You will review and comment on legislation, regulations, and policies.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

GS-13:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Mastery knowledge of Federal accounting regulations, policies, and requirements; 2) Conducting financial analyses, fiscal reviews, investigations, and recommending corrective action; 3) Maintaining complex operational accounting systems, developing system improvements, and resolving issues; 4) Developing financial policies and instructions for an organization; and 5) Conducting on-site financial reviews, investigations, audits, and recommending improvements. Specialized experience includes: 1) Mastery knowledge of Federal accounting regulations, policies, and requirements; 2) Conducting financial analyses, fiscal reviews, investigations, and recommending corrective action 3) Maintaining complex operational accounting systems, developing system improvements, and resolving issues; 4) Developing financial policies and instructions for an organization; and 5) Conducting on-site financial reviews, investigations, audits, and recommending improvements.
GS-12:

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess either:
- A degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR
- A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
