You will serve as the Superintendent, Remote Sensing Division, Naval Research Laboratory, Washington, DC. This position is a supervisory Senior Scientific Technical Manager (SSTM). The Division is the Navy's center of excellence for remote sensing research and development, conducting a broad program of basic and applied research across the full electromagnetic spectrum using active and passive techniques from ground-, air-, and space-based platforms.
Duties
You will be responsible for the conception, planning and formulation of the scientific program of the Division in pursuance of the needs of the Navy and national defense.
You will provide comprehensive scientific, technical and administrative leadership of the Division, including fiscal integrity in a Navy Working Capital Fund environment.
You will define research goals, budgetary requirements, and resources for a staff of approximately 110 personnel including scientists, engineers, technicians and administrative professionals.
You will plan, direct, and regularly review the prosecution of broad programs in remote sensing.
You will formulate and develop innovative scientific and technology program proposals in remote sensing research and "marketing" these proposals to sponsoring activities or executive level management.
You will represent NRL in matters pertaining to research and development in remote sensing.
You will ensure that Division research is represented at national and international meetings, committees and conventions to ensure regular exchange of ideas and advances in the field.
You will serve as a recognized authority in the field of remote sensing.
You will serve as scientific consultant to the Navy, other departments of the Government, allied foreign governments, and leading universities in matters related to remote sensing.

Qualifications
The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Demonstrated ability to manage and coordinate the technical, business, and administrative aspects of highly complex, major research and development efforts and programs.
2. Demonstrated competence in the technology of remote sensing (sensors, data analysis and data processing, retrieval techniques, radiative transfer, etc), which provided a broad and comprehensive knowledge and significant insight on problems of basic and applied research in at least two of the following areas: atmospheric, ionospheric, earth, and ocean sciences, and astrometry and astrophysics.
3. Ability to formulate and develop innovative scientific program proposals in remote sensing research and "market" these proposals to sponsoring activities or executive level management. Included in this is the ability to gain acceptance of and execute highly complex technical program.
4. Ability to recruit, develop and lead personnel, elicit their support and cooperation, evaluate their performance, and satisfy EEO requirements.

For 08XX Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by
ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For 1301 General Physical Science Series:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
OR
For 1310 Physics Series:
- Degree: physics; or related degree that included at least 24 semester hours in physics.
or
- Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
OR
For 1313 Geophysics Series:
- Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.).
or
- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education.
OR
For 1330 Astronomy and Space Science Series:
- Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.
or
- Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
