Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience identifying and/or resolving financial management issues to address audit findings or operational challenges.2. Demonstrated experience with spreadsheet programs to perform data analysis using PIVOT tables, formulas, or charts.3. Demonstrated experience identifying alternative solutions, courses of action, and/or strategies to address issues and problems.4. Demonstrated experience collaborating and coordinating with others to meet financial objectives. 5. Demonstrated experience communicating accounting and financial information to a non-technical audience.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or a related field that included, or was supplemented by, at least 24 semester hours of coursework in Accounting. The 24 semester hours may include up to 6 semester hours of credit in business law. -OR- B. Combination of Education and Experience: A minimum of 24 semester hours of coursework in any area listed in option A, or a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination, -PLUS- experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Working knowledge in application of federal accounting standards, the DoD Financial Management Regulation (FMR), The Chief Financial Officers (CFO) Act of 1990, the US Standard General Ledger (USSGL), the Federal Financial Management Improvement Act (FFMIA), Payment Integrity and other applicable regulations and guidance.2. Experience evaluating and testing internal controls over financial reporting, financial systems, and financial operations.3. Demonstrated experience leading or managing multiple teams and/or projects to meet organizational requirements.4. Experience in utilizing the United States Standard General Ledger (USSGL) and other data from financial systems to perform financial analysis. 5. Proficiency Certification relevant to accounting field such as Certified Public Accountant (CPA), Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM). 6. Demonstrated understanding of accounting events and financial reporting impacts, including acquisition planning, monitoring, asset receiving and staging, asset and accountable property tracking/accountability/reporting, and asset disposal.
