Duties
Provide expert leadership and advice in planning, designing, developing, testing, implementing, and maintaining server-based and personal computer-based information systems and applications to improve efficiency in computer performance and processes
Responsible for designing and implementing an institute-wide IT architecture based on standards of open computing and consistent with NIH, HHS, and other government standards.
Plan and organize the functions of the branch, delegating appropriate functions and responsibilities to the heads of subordinate workgroups; ensures that positions are staffed with capable personnel with adequate training.
Provide effective and efficient computational services, including the management, implementation, and delivery of enterprise IT services, infrastructure, networks, software, systems, specialized and custom scientific applications, and databases.
Establish design standards and application development methodologies.
Support and coordinate institute IT governance councils or committees that identify new directions and requirements for the IT program.
Requirements

Qualifications
In order to qualify for a Supervisory IT Specialist, GS-2210-15 position you must have: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; and
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as, developing plans, policies, and procedures for the provision of IT programs and services; coordinating IT programs and services with management officials from other groups; advising on whether to continue, modify, or terminate IT program projects; and providing supervision to other staff in managing IT programs and services.
