About the Position: Serves as an Engineering Technician for the Directorate of Public Works (DPW). Performs administrative tasks to ensure the infrastructure of the installation is maintained, operable, and running efficiently.
Duties
Prepare documents and maintain information in accordance with acquisition requirements on assigned projects.
Prepare comprehensive reports detailing information from site visits and meetings and make recommendations on how to proceed.
Preform cost estimates for small construction projects and service contracts.
Serve as project planner and inspector for smaller maintenance and repair construction projects.
Coordinate with customers to determine requirements for construction projects.
Validate and prioritize service work to be accomplished by a contractor.
Interpret and analyze data to determine the best course of action for problem resolution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Requires a NACI (Tier 1).
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GS-07 Specialized Experience: One year of specialized experience which includes1)Performing work in the areas of civil, utilities, structural, mechanical, and/or electrical construction including meeting with customers on site to validate construction needs; 2) coordinating contractors and vendors to schedule construction work; 3) evaluating contractor workmanship to ensure compliance with contract requirements; or 4) operating computer programs such as Excel, Word, Outlook, and AutoCAD. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position, such as Accounting, Business, Business Administration, Economics, Engineering, Engineering Technology or Finance. (NOTE: You MUST attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 Specialized Experience: One year of specialized experience which includes1)Performing work in the areas of civil, utilities, structural, mechanical, and/or electrical construction including meeting with customers on site to validate construction needs; 2) performing quantity take offs to place orders for materials; 3) coordinating contractors and vendors to schedule construction work; 4) evaluating contractor workmanship to ensure compliance with contract requirements; or 5) operating computer programs such as Excel, Word, Outlook, and AutoCAD. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Business Administration, Economics, Engineering, Engineering Technology or Finance. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
