GS-12: The primary purpose of this position is to serve as a Mortuary Affairs Specialist and Case Manager for the Air Force
ensuring mortuary entitlements are extended to Air Force personnel in an Active Duty (AD) status; AD

Retirees; Retiree Dependents employees of other Federal agencies; and other persons as directed under POTUS or Secretary of Defense directive and to provide Installation Mortuary Officers Subject Matter Expertise (SME) guidance in the same for cases under their purview.

DUTIES:
Mortuary Affairs Specialist Duties; serves as Mortuary Specialist Case Manager to ensure disposition of remains and personal effects of Airmen under the Current Death and Past Conflicts Program.
Executes mortuary affairs policies and procedures.
Prepares remains and portions; conducts the sanitation, preservation, and restoration of remains eligible for mortuary entitlements.
Education and Training; provides instruction and briefings for mortuary officer, technician and casualty courses of instruction or workshops for active and reserve components.

- The incumbent must possess a current embalmer’s and funeral director’s license, valid and recognized in any state in the union, District of Columbia or US territory.
- Graduated from an accredited college with a degree in funeral service is highly desired.
- Two years’ experience in the mortuary or casualty career field is highly desirable.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Possession of government passport (not tourist) is desirable.
- Duty hours may change for short durations with little notice to include shift work to support exercises, crises and/or contingencies.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Subject to recall on a 7-day, 24-hour basis and must carry a cell phone after normal duty hours to respond to mortuary emergencies.
- Short-notice travel and/or emergency overtime may be required.
- Critical Incident Stress Management Techniques must be learned for successful completion of work.
- May be required to attend resiliency classes held by Disaster Mental Health personnel (to include but not limited to medical, mental health, chaplain and Airmen and Family Readiness Center personnel).
- May be required to accompany senior staff on visits to next of kin in resolving mortuary issues.
- KEY-The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability
- of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve."
- Must be able to obtain and maintain a Secret security clearance.
- May be subject to Hepatitis A and B, Small Pox and other vaccines as required.

CONDITIONS OF EMPLOYMENT:
The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
Pre-employment physical examination is required for this position.
This is a Term position NTE 28-JAN-2027; the individual selected for this position may be non-competitively extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
This is an Obligated Position which an employee has return rights. Upon the employee's return, incumbent could be subject to reassignment.
This is a developmental position to full performance GS-12. This position may be filled at the GS-11 or GS-12 with promotion to the GS-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.
QUALIFICATIONS
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0050, Funeral Directing Series
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Must be licensed to practice embalming and funeral directing by a State, territory, or the District of Columbia. NOTE: You need to upload a copy of your license with your application.

SPECIALIZED EXPERIENCE FOR GS-0050-11 (DEVELOPMENTAL): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience as an embalmer, funeral director, or mortuary officer that included restorative art and cosmetology; knowledge of the laws governing mortuary activities, including transportation of remains. and experience that demonstrated the ability to establish effective working relationships with individuals, groups, and the public. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (DEVELOPMENTAL): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all phases of a large mortuary program to include military funeral honors, funeral directing, preparation of remains, restorative art and cosmetology with a very high degree of skills and wide range of skill sets.
Ability to interpret and apply laws, public health regulations, statutes, policies, Joint Travel Regulations, DoD Directives, Air Force Instructions, and MAJCOM Directives, international transport requirements and industry standards to include crematory regulations and standards.
Ability to establish effective working relationships with individuals, groups and the public.
Ability to communicate complex ideas and details in a cogent manner both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
