Duties
The United States Space Force (USSF) Space Operations Command (SpOC) at Peterson Space Force Base is searching for a Risk Management Framework Subject Matter Expert (NH-0391-03, GS 12/13 equivalent).
Description:
In search of a self-motivated individual with experience in DoD Risk Management Framework (RMF) processes, who can self-organize work, set priorities, determine resource requirements and define goals and strategies to achieve them. Position includes defining Wideband Satellite Operations and Management System (WSOMS) RMF operational and functional requirements and ensuring user operational interests are met throughout the system's RMF authorization process. Certificates such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) or CompTIA Advanced Security Practitioner (CASP+) certification are highly desired (but not required) and are positive discriminators.
Experience with satellite payload management, network management, and telecommunications systems management for the WB SATCOM enterprise are positive discriminators. Possessing strong technical and interpersonal skills who can effectively coordinate with other organizations; self-monitor progress and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
The ideal candidate:
Information Systems Security Manager (ISSM)/Risk Management Framework (RMF) Subject Matter Expert (SME) for Wideband (WB) Satellite Communications (SATCOM). Desired experience with Enterprise Mission Assurance Support Service (eMASS), Risk Management Framework (RMF), Security Technical Implementation Guide (STIG), Information Assurance Vulnerability Management (IAVM), Plans Of Action and Milestones (POA&M) throughout a system's lifecycle process. Experience in the Information Technology field, with a preponderance of the time working with cybersecurity controls. Certificates such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) or CompTIA Advanced Security Practitioner (CASP+) certification or equivalent are desired (but not required) and are positive discriminators. Ideal candidate will possess an understanding of the RMF process and an ability to coordinate user requirements with Wideband SATCOM Operational Management System (WSOMS) Program Managers and RMF Authorizing Official.
Key Skills and Abilities:
1. Expert technical knowledge of satellite payload management, network management, and telecommunications systems.
2. Expert knowledge of policies, plans, objectives, requirements, and capabilities of SATCOM systems.
3. Experience in conducting studies involving both long-range and short-range plans involving the control aspect of satellite communications.
4. Skill in performing trend analyses for SATCOM terminals and satellite segments to determine technical supportability.
5. Ability to analyze technical work of satellite payloads and ground station architectures.
6. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing, including writing plans and technical documents, requirements, procedures, and technical analyses.
7. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
8. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

- This position is on-site and not eligible for remote or telework.
- Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- PCS and relocation funding are not available.
