The primary purpose of this position is: To serve as a command headquarters level senior management analyst, for the Directorate of Pans and Programs (PACAF/XP) and the Commander of Pacific Air Forces (COMPACAF).
Duties
Develops and coordinates PACAF programming actions supporting current, programmed or proposed unit reorganizations, unit moves, base closures, base transfers, and unit activations/inactivations.
Develops the basic plan for PACAF programming actions relating to major unit reorganizations, unit moves, base closures, base transfers, and unit activations and inactivations associated with the PACAF force structure changes or modernization, to include units converting to new weapon systems.
Chairs Programs and Force Development meetings/conferences of action officers within the HQ PACAF staff.
Reviews Memorandum of Understandings/Agreements (l\1OUs/MOAs) with foreign Air Forces or other US military services and updates of existing intercommand, interagency, and international agreements to determine possible facility, equipment, funding, and/or manpower impact on USAF bases/organizations.
Represents HQ PACAF/XPP as the USAF Executive Agent in monitoring the USAF manpower posture in Korea and Japan to meet the OSD directed 10-year three-phased Nunn-Warner reduction of military forces in the Asia Pacific rim Phase I (1989-1992), Phase II (1993-1995) and Phase III (1996-2000).
Assists in the development, staffing, coordination and submission of the PACAF Program Objective Memorandum (PO:M) to HQ USAF.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Comprehensive knowledge of PACAF and USAF Tenant organizations, programs, missions, functions, and organizational relationships along with thorough knowledge of quantitative, qualitative, analytical, and investigative methods and techniques to functions as HQ PACAF/XPP Command OPR for all bases, units, and manpower actions supporting current, programmed or proposed force structure changes within PACAF; Thorough knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in PACAF as well as knowledge of major issues, program goals and objectives, work processes and administrative operation; Comprehensive knowledge of USAF planning, programming, and budgeting requirements, guidelines and processes, and knowledge of PACAF's facilities, planning, acquisition, and management process to prepare long-range and short-range planning in accordance with the command's objectives, policies, and guidance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skill in development of presentations and reports; Ability to plan and execute complex, multi -faceted projects; Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to access or locate information through the use of a personal computer or terminal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
