About the Position: This position is located at the Defense Health Agency (DHA), 60th Medical Group, Travis Air Force Base, California in the Directorate of Resource Management Division.

Duties

Manage manpower documents and coordinate with the resource management office for implementation of any updates. Serve as liaison in dealing with local Union Officials and Labor Management Employee Relations Specialists on employee conduct and performance issues or preparing changes in working conditions. Provide training, guidance, assistance, and serves as the resident expert in addressing questions regarding the implementation of this program and communicates major issues, program goals, and pay processes to guide others. Develop new methods or approaches to assess or communicate performance measurements as it relates to productivity.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series unless exempted for medical or administrative reasons.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Specialized Experience: One year of specialized experience which includes: 1) advising on civilian personnel management and procedures; 2) managing complex civilian personnel actions for accurate input in automated human resources systems; 3) preparing reports or analysis of workforce data; and 4) conducting training or briefings on personnel programs and/or processes to management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, Finance, Accounting, or other related program of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementManaging Human ResourcesPersonnel and Human ResourcesPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
