About the Position: This position is located at the Defense Health Agency (DHA), 60th Medical Group, Travis Air Force Base, California in the Directorate of Resource Management Division.
Duties
Manage manpower documents and coordinate with the resource management office for implementation of any updates.
Serve as liaison in dealing with local Union Officials and Labor Management Employee Relations Specialists on employee conduct and performance issues or preparing changes in working conditions.
Provide training, guidance, assistance, and serves as the resident expert in addressing questions regarding the implementation of this program and communicates major issues, program goals, and pay processes to guide others.
Develop new methods or approaches to assess or communicate performance measurements as it relates to productivity.
Requirements

- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1) advising on civilian personnel management and procedures; 2) managing complex civilian personnel actions for accurate input in automated human resources systems; 3) preparing reports or analysis of workforce data; and 4) conducting training or briefings on personnel programs and/or processes to management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, Finance, Accounting, or other related program of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
