THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0340-10 PROGRAM MANAGER (BASE OPERATIONS) (TITLE 32), Position Description Number D2653000 and is part of the MO Camp Clark Training Site. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.

Duties

Manages the overall operational aspects of the GTC, to include long and short-range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property. Oversees all installation training center, facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications and electrical systems. Ensures the continuous operational mobilization readiness of the training center and the operational ability on short notice (less than 24 hours) to support state and federal agencies in support of national defense initiatives. Maintains notification roster for call up of key personnel for immediate operational support. Manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds. Ensures that funds provided are expended as directed within terms of the law or other agreement and that sound management principles are used to assure maximum utilization of all resources. Communicates and coordinates with the staff and various organizational headquarters on matters pertaining to supply and training support activities. Interacts with local media and handles sensitive public relations problems. Responds to congressional inquiries concerning legislation that has potential impact on current and future training center operations and training. Develops procedures and implements programs to ensure the physical security and safety of the employees, tenants, facilities, and property of the installation Training Centers. Maintains direct dialogue with regional EPA representatives concerning pending legislation affecting current and future national defense initiatives at the training centers. Ensures required environmental documentation such as Installation Natural Resource Management Plans, Cultural Resource Management Plans, and historical holdings are current and available for public review. Primarily serves as a first-level supervisor. Directs, coordinates, and oversees work of subordinate supervisor as applicable. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities. Recommends awards or bonuses for nonsupervisory personnel and changes in position classification (subject to high-level approval). Advises high-ranking management functions, activities and services provided. Advises, counsels, or instructs employees on work and administrative matters. Recommends selections for subordinate supervisory position. Performs other duties as assigned.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - MAJ (O-4) Minimum Military Grade - 2LT (O-1) Officer - Branch 01A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. GS-10 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience in analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources? This specialized experience must also include experience utilizing the organization, its mission and the organizational staff procedures. Experience interacting with a variety of groups and/or individuals; and the ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
