About the Position: The incumbent is a Program Manager for the Civil Works Program Integration Division, Program Development Branch. Incumbent serves as the nationwide Program Manager of an assigned appropriation funding Civil Works projects and programs throughout the United States, or of major USACE-wide project-based program(s) within a Civil Works appropriation

Duties

Serve as a Civil Works (CW) program manager responsible for supporting the development and defense of the annual CW Program budget and work plan, in coordination with the Headquarters (HQ) United States Army Corps of Engineers (USACE) team Finalize the annual CW Program budget press book, budget justification material, and work plan/spend plan files for publishing online Manage USACE portion of the Interagency Agreement with Budget Line of Business (Budget LoB), including coordination of USACE funding share and annual renewal of the agreement Participate as HQ CW representative in Budget LoB meetings and discussions Lead a HQ delivery team to update and publish annual CW Program Development Guidance and Program Development Manual Develop the annual Chief of Engineers transmittal memorandum for his budget recommendation and perform QA of account/business line enclosure documents Lead budget development after action reviews Develop read ahead presentation for the MSC Cdrs' forum on the final draft Program Development Guidance and updates CW Senior Leaders' presentations with budget/appropriation information Track HQ compliance to OMB pass back deliverables for budget development and provides status reports Perform as the data administrator for USACE CW Program budget justification material in MAX JIRA application including establishing the CW Program accounts folder system for clearance of budget justification sheets Process OMB Budget Data Requests for HQ/MSC subject matter experts to address Perform quality assurance review of info uploads into the MAX application tool, and coordinate responses to follow-on questions

Track trends in resource usage to evaluate the civil works program to ensure funds are allocated properly; 2. Utilize policies, guidance and procedures to recommend, develop and implement changes to water resources project development; 3. Ensure fund allocation for emergency disaster response programs are in accordance with applicable policies, guidance, regulations, and appropriations bill; 4. Oversee all phases of program objectives for civil works projects to track status, progress, trends, and prospects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: CommunicationsProgram/Project ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
