Duties

The primary purpose of this position is to provide effective management of the Logistics Readiness Squadron. The squadron's mission includes but is not limited to: wing/Aerospace Expeditionary Force (AEF) readiness deployment/reception planning and execution, support planning, sustainment, redeployment, logistics systems; resource management; procedures and accountability; customer service and squadron training. This position ensures that squadron-specific deployment training for unit personnel is accomplished in order to carry out deployments tasks. Provides wing (Deployment Control Center, DCC) and squadron· (Squadron Readiness Control Center, SRCC) command and control during contingency operations. Duties include: Serves as the focal point for squadron/wing logistics readiness support for contingencies, peacetime and deployment requirements. Develops new approaches related to logistics workforce readiness to better support logistics services, systems and products. Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/wing. Provide technical oversight for squadron plans, goals and standards for readiness and performance capabilities of the squadron. As the squadron senior technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission. capabilities. Evaluates current and projected logistics readiness capabilities associated with cargo movement, existing and projected supply support requirements, equipment and vehicle availability, use, and maintenance; storage; memorandums of understanding with host base regarding deployment and/or reception and deliberate planning and operations; global fuels and cryogenics; and plans, programs, resource agreements, policies and procedures. Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies. Meetings and conferences in many cases are to negotiate mutually satisfactory agreements, to identify and resolve logistics readiness matters, and ensure concerted action by involved parties. Establishes, develops, and maintains effective working relationships with other wings, squadrons, or base organizations, counterparts at MAJ COM, HQ USAF, DoD, other agencies and local, state & federal government counterpar:ts as well as commercial and private organizations. Plans, organizes, and maintains oversight of the activities or the Logistics Readiness Squadron, ensuring the planning efforts and work products and services of all the squadron functions comply with legal and regulatory requirements and meet customer needs. Exercises supervisory peraonnel management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military personnel policies, procedures, rules, guidelines, publications, etc. to understand respective programs and services provided. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo movement, supply requirements, structure and processes, equipment and vehicles management, storage, deployment planning and operations, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing issues and formulating solutions to complex problems. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. Ability to mentor, motivate, and appraise the staff of an organization. Ability to identify, analyze, and translate complex infonnation, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing. Knowledge of safety and security regulations, practices, and procedures. Other significant facts: This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent may be required to fly in commercial or military aircraft for perfonnance ofTDY Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQAFRC. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This is a key management position in which the incumbent is required to fonnulate, determine or influence training policies of the unit to which assigned. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. Must be able to obtain and maintain a SECRET security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
