Provides professional, administrative, and technical direction in the performance of work with responsibility for quality and quantity of work accomplished. Reports to the Director of Physical Therapy. This position is being announced concurrently under Delegated Examining Authority procedures. Duties

Responsible for the treatment or prevention of physical disabilities or disease in order that patients will drive the maximum benefits from therapeutic activities. Determines objectives, methods and techniques of therapy to be employed with emphasis on patient needs and limitations imposed by patient conditions. Consults with patients and health professionals to gain understanding of the nature of problems, assesses physical capabilities, limitations and motivates participation in therapeutic activities.- Evaluates the effectiveness of the physical therapy activities provided in terms of modifying and predicting beneficial outcomes. Prepares and recommends estimates of supplies and equipment needed on both long term and short term basis. Maintain current documentation of patient evaluation and progress notes on assigned patients. Exercises full responsibility for planning, organizing, reviewing evaluating and implementing the Physical Therapy program. Plans and adjust work schedules and operations. Assigns work to employees to achieve satisfactory quality of patient care. Reviews work of staff, staff workload reports.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: A graduate or higher level degree that included: A physical therapy curriculum approved by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or a professional accrediting organization recognized by the U.S. Department of Education at the time the degree was obtained; and Completion of the clinical requirements prescribed by the school. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physical Therapist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and must have passed the National Physical Therapy Examination administered by the Federation of State Boards of Physical Therapy (FSBPT).NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Applicants who have completed an approved graduate level curriculum and who subsequently completed additional graduate training in a specialized field of clinical practice designed to assure professional competence to practice in the specialty meet the requirements for GS-11. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of specialized experience are: providing a full-range of physical therapy direct patient care for all ages; coordinating, implementing and controlling administrative and clinical functions of the Physical Therapy Department; providing direct supervision to program staff. SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below: Ability to motivate, train and work effectively with subordinates who have a variety of background and training. Ability to accomplish the quality and quantity of work expected with set limits of cost and time. Ability to plan own work and carry out assignments effectively. Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work. Ability to understand and further manage goals as these affect day-to-day work operations. Ability to develop improvements in or design new work methods and procedures. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Position is OPEN UNTIL FILLED - the position may close earlier than the current closing date.
