This position is located in the Federal Electronic Health Record Modernization (FEHRM) Office within the Program Executive Director (PED) Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as Deputy Chief Data Officer (CDO) overseeing complex data migration and data management efforts of the FEHRM.
Duties
Serves as the Deputy Chief Data Officer, manages and oversees the data migration and management functions for Federal Electronic Health Record Modernization (FEHRM) office.
Leads coordination of policy efforts with Chief Data Offices across Department of Defense (DOD), Department of Veterans Affairs (VA), Department of Homeland Security's U.S. Coast Guard (USCG), Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), and other federal partners.
Contributes to executive level decision making, providing clear connection to the value and purpose of pursuing a strong data management posture.
Acts as a representative of FEHRM at internal and external conferences or meetings on FEHRM matters and to brief and negotiate resolutions with top-level Department officials on special projects, studies, and plans.
Initiates and manages special technical studies and projects of a highly confidential and complex nature related to executing the FEHRM mission.
Conducts program and project research and performance analysis, delivers guidance for process improvement, and manages the implementation of that guidance.
Develops plans to manage, direct, determine policy and organize efforts in support of the Federal Electronic Health Record Modernization (FEHRM).
Provides advice on project costs, design concepts, or design changes; provides recommendations for possible improvements and upgrades; coordinates and manages the overall service provided to a customer end-to-end.
Ensures FEHRM programs, projects, policies, and operations align with applicable cybersecurity regulations and guidance.
Serves as an advisor to FEHRM, DOD and VA leadership on the consolidated and integrated data migration and management activities.
Develops, manages, and delivers regular program reviews to provide FEHRM leadership with strategic assessments of data migration and management, risk management activities, and metrics /analytics to increase program effectiveness and efficiencies.
Oversees, manages, and integrates FEHRM operations metrics, provides analysis, and reports analysis to FEHRM, DOD and VA leadership, as well as to stakeholders within the federal government, industry partners, and members of Congress.
Work Schedule: Full-time, Monday through Friday, 8:00 a.m. - 4:30 p.m.
Compressed/Flexible: At management's discretion.
Telework: Up to 50% telework per pay period may be authorized at the management's discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Oversees data migration, management functions and directs operations as principal advisor for strategic planning and oversight. (2) Conducts program and project research and performance analysis, delivers guidance for process improvement, and manages the implementation of that guidance. (3) Ensures programs, projects, policies, and operations align with applicable regulations and guidance.
