The primary purpose of this position is to serve as a Management Operations Specialist in a developmental capacity, performing assignments and workload such as facility management, Defense Travel System (DTS), Government Travel Card (GTC), Government Purchase Card (GPC) designed to further develop their analytical and evaluative skills and techniques.

Duties

This position is a developmental GS-09 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09) GS-09 Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Carries out special projects and participates in special initiatives and studies Prepares written correspondence and other documentation. GS-11 Participates in special projects and performs special assignments related to Directorate Level Management Operations. Provides technical guidance and instruction to users, Division Leadership and higher, Chief Financial Officers, Program Directors. Maintains a continuous liaison with other Directorates, and geographically separated organizations and their installations. Prepares written correspondence and other documentation. GS-12 Participates in special projects and performs special assignments related to Directorate Level Management Operations Provides technical guidance and instruction to users, Division Leadership and higher, Chief Financial Officers, Program Directors. Maintains a continuous liaison with other Directorates, and geographically separated organizations and their installations. Prepares, presents, defends, and interprets studies to the Division Chief, the Director and/or other high-level management officials.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Incumbent determines the practices and procedures to use in accomplishing conventional tasks, and interprets and adapts guidelines in order to resolve procedural or factual issues. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines, analyzing and providing substantive evaluation of data, and performing analysis and providing recommendations to resolve issues. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes preparing, coordinating and implementing policy and procedures for understanding requirements and developing hardware and software applications. Studies product performance, analyzing facts, ensuring compatibility, consistency of interpretation, application of sound logic and technical foundation for projects. Researches regulations and operating instructions to determine if office, divisions, and organizations are adhering to established procedures and processes. Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Prepares, coordinates and implements policy and procedures for understanding requirements and developing hardware and software applications concepts and design to ensure necessary system implementation and operation in a timely manner. Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts. Identifies the need for projects and process initiates milestones to include researching, determining, or making appropriate actions that impact the overall organization. Conducts meetings and working groups to address problems, technical developments, and program and process changes, and to collectively prepare an approach to address such changes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge and ability to manage the operations and maintenance of facilities, grounds and utilities. 2. Knowledge of a wide range of principles and practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 3. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross correlate data to be evaluated within the context of operational environment, develop directives to support mission objectives, select and coordinate with appropriate parties, and champion opportunities in the corporate process. 4. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. 5. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively, both orally and in writing, negotiates complex issues, and maintains professional working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
